POSITION OVERVIEW
The Learning and Talent Development Manager leads assigned Learning & Development staff and oversee programs that strengthen employee capability, performance, and growth across the organization. This role partners with leaders and subject matter experts to assess learning and talent development needs, support onboarding and compliance training, and develop practical solutions that build skills, improve readiness, and support organizational goals. The manager ensures learning and development initiatives are consistent, effective, and aligned with employee growth and organizational priorities.
ESSENTIAL FUNCTIONS:
• Lead, coach, and develop assigned Learning & Development staff by setting expectations, supporting performance, providing feedback, and promoting consistent service delivery.
• Manage learning and talent development operations, including schedules, staff assignments, training logistics, documentation, compliance tracking, and communication with leaders and employees.
• Oversee onboarding, orientation, compliance training, refresher training, skill-building workshops, virtual learning, and leadership or team-based development.
• Partner with leaders, subject matter experts, and internal stakeholders to assess learning needs, identify skill gaps, talent needs, and development opportunities, and recommend practical solutions.
• Guide the development and improvement of learning and development resources, facilitator guides, job aids, training tools, and related materials to ensure content is accurate, current, and relevant.
• Monitor training quality and effectiveness through observation, feedback, learning data, attendance trends, and performance indicators; use findings to improve programs, facilitation practices, and employee development outcomes.
• Facilitate learning sessions as needed and support change initiatives, program rollouts, talent development priorities, and timely follow-through in partnership with the Director of Learning & Development.

Compliance and Accuracy: Follows certification, medication administration, documentation, employment law and 6100/6400 regulatory expectations.
Operational Management: Manages schedules, resources, communication, documentation, and priorities to support reliable learning and development operations.
Learning and Talent Development: Designs and delivers practical learning experiences that build skills, support growth, and connect to workplace needs.
Development Implementation and Accountability: Reinforces learning, supports behavior change, and ensures assigned development next steps are completed.
Communication and Partnership: Communicates clearly with employees, trainers, leaders, subject matter experts, and internal partners.
SUPERVISORY RESPONSIBILITIES:
Directly supervise trainers and L&D administrative assistants within assigned program. Responsibilities include interviewing, hiring, training, coaching, and developing employees; planning, assigning, and directing work; evaluating performance; recognizing and addressing performance concerns; and resolving employee and operational issues.
EDUCATION and/or EXPERIENCE:
Bachelor's degree in a related field preferred; equivalent experience may be considered. Seven (7) or more years of progressive learning and development experience is required, including training, instructional design, talent development, and team leadership. Experience with e-learning platforms such as Articulate or Camtasia is preferred. Human services experience, ATD certification, and experience in leadership or organizational development are a plus.
Other Requirements:
• Periodic travel throughout Pennsylvania.
• Ability to read, analyze, and interpret general business periodicals, professional journals, financial reports, technical procedures, or governmental regulations.
• Customer oriented (internal and external) with exceptional interpersonal, communication, and leadership skills.
• Ability to effectively present information and respond to questions from clients, families, groups of managers, administration, the Board of Directors, and the public.
• Successful completion of motor vehicle records and background check.
PHYSICAL DEMANDS:
While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand and walk. The employee is occasionally required to sit; use hands to finger, handle, or feel; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl; and taste or smell. The employee must occasionally lift and/or move up to 20 pounds. Specific vision abilities required by this job include close vision, distance vision, and ability to adjust focus.
