JOB SUMMARY The incumbent of this position serves as Learning and Development Director for Department of Behavioral Health/ Systems Transformation Administration. The incumbent will be responsible for managing and directing the Training Institute Division, leading the design, implementation and measurement of performance improvement initiatives that support the accomplishments of DBH's vision and strategic plan mission objectives. Serves as the agency expert in learning and development best practices while educating individuals throughout the department. Oversees the development and administration of Standard Operating Procedures that establish quality standards for curricula, trainer credentials and event facilitation and evaluation. Oversees the development and delivery of high quality curricula that incorporates instructional design concepts and adult learning theory to increase knowledge retention and improve performance. Provides supervision to instructional designers, trainers, subject matter experts, and others providing group or individual technical assistance. Manages budget, contracting and procurement responsibilities and vendor invoicing.

MANAGEMENT SUPERVISORY SERVICE (AT WILL). AT WILL EMPLOYMENT APPLIES TO THE MANAGEMENT SUPERVISORY SERVICE (MSS). ALL POSITIONS AND APPOINTMENTS IN THE MSS SERVE AT THE PLEASURE OF THE APPOINTING AUTHORITY AND MAY BE TERMINATED AT ANY TIME WITHOUT CAUSE. QUALIFICATIONS REQUIREMENT : As a basic requirement, all applicants must have successfully completed a four (4) year course of study in an accredited college or university leading to a Bachelors or higher degree which involved major study in an academic field related to health or allied sciences. This position requires one (1) year of specialized experience equivalent to the next lower grade level in the normal grade level progression for the position to be filled. Specialized experience is experience which is directly related to the position to be filled which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position to be filled.

EDUCATION Bachelors or higher degree which involved major study in an academic field related to health or allied sciences.
WORK EXPERIENCE Expert experience in managing and directing a training division continually strengthen the knowledge, technical skills and quality of services and supports delivered.
WORK ENVIRONMENT The work is performed in an office setting.
