Plutonium Facilities Engineering (PFE) Division at Los Alamos National Laboratory (LANL) develops, maintains, and applies a diverse set of nuclear facility engineering capabilities to provide timely and innovative solutions to enable the Laboratory's scientific and national security mission.
We are seeking a Nuclear Facilities Engineering Manager 5 to support the TA-55 System Engineering portfolio in support of the Laboratory mission. Roles and responsibilities are:
  • Ensure that technical deliverables comply with applicable federal, state and local laws, regulations, codes and standards.
  • Ensure that system and facility engineers are assigned to provide technical support and oversight to all vital safety systems and facility support systems within the PFE HC-2 & 3 nuclear facilities.
  • Assign qualified engineering resources as required to support projects being designed and implemented within the facility.
  • Ensure that all technical deliverables are developed in accordance with the LANL Conduct of Engineering (COE) policies and procedures.
  • Provide Leadership in ensuring that system health reporting, vital safety system assessments, engineer qualifications, and resolution of engineering assigned issues are completed on time and maintained current.
  • Develop tactical and strategic plans, ensure disciplined execution of those plans, and monitor and report progress toward long term mission and customer goals.
  • Contribute to division-level forecasting of staffing requirements. Develop and manage budgets, monitor performance, and initiate personnel actions when necessary.
  • Ensure that safety processes, policies and practices are followed by assigned personnel to support worker and facility safety.
  • Provide nuclear design-engineering services to ensure facilities are designed, constructed, modified and maintained to satisfy customer needs and expectations in a cost effective, safe, and compliant manner.
  • Serve as the Design Authority Representative for assigned facilities to ensure proper reviews are conducted for changes, the facility safety basis is maintained, and facility configuration is accurately reflected in technical baseline documents.
  • Communicate with all levels of internal and external customers to define and recommend cross-organizational operational objectives.
  • Assist the division leader in developing specific short-term and long-range plans and monitor progress to assure long-term objectives are attained and customer requirements are met.
  • Ensure daily open communication with workers (including subcontractors) that promotes an environment where workers feel comfortable bringing errors, system weaknesses and issues to management attention.
  • Reports directly to PFE division leader.
As a Nuclear Facilities Engineering Manager 5, the incumbent assists the division leader in operations and strategic direction by providing technical and administrative oversight to ensure compliance with nuclear facility requirements, conduct of engineering (CoE) and configuration management (CM) program requirements; ensuring that design, project and drafting engineering personnel comply with applicable federal, state and local laws, regulations, codes, and standards; and providing leadership in resolution of technical and personnel issues.

Central to this position, we are seeking a qualified and talented individual that has demonstrated leadership and innovation in managing an engineering organization.
Knowledge and Experience
This position will serve in a management role and provide expert knowledge and experience in engineering and administration for facility projects and on-going operations and maintenance within nuclear facilities is required. Specific knowledge and experience sought for includes:
  • Significant record of leading a technical organization in support of nuclear facilities including operations, maintenance, systems engineering, safety basis, and projects to establish and continuously improve conduct of engineering implementation in support of reliable facility operations.
  • Demonstrated success in effectively interfacing with all levels of contractor management, NNSA/DOE staff, DNFSB staff and board members, and occasionally members of the public.
  • Comprehensive knowledge of Department of Energy (DOE) Orders and Standards, national consensus codes and standards, quality requirements, and other regulations governing nuclear facilities.
  • Demonstrated capability in successfully developing internal and external customer relationships, achieving a high degree of customer satisfaction. Expertise in negotiation with customers and support organizations and resolving conflicts.
  • Strong administrative and operational leadership skills, including experience in budgeting, resource planning, staffing, performance management, and organizational development.
  • Demonstrated experience related to the development and implementation of in-house engineering standards, master specifications, and Conduct of Engineering for facility operations and maintenance.
Education/Experience: Position requires a Bachelor's Degree in an engineering discipline from an accredited institution and 12 years related experience; or an equivalent combination of education and experience directly related to the occupation.
This position is subject to DOE Order 426.2, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities. This DOE Order establishes entry-level requirements to ensure employees in the positions can successfully perform the requirements of the job. DOE 426.2 requires a BS degree plus 4 years of nuclear experience.
Desired Qualifications:
  • Extensive knowledge of LANL activities and nuclear operations including project execution and management, legal, procurement, construction, environmental safety and health (ES&H), and quality assurance.
  • Knowledge/experience of LANL Engineering Standards Manual; LANL Conduct of Engineering procedures; and DOE Orders and Standards related to nuclear facility design, construction, and project management.
  • Professional license (PE) in an engineering discipline from a recognized licensing board preferred.
Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.
Position Commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Additional Details
Directive 206.2: Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 . Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.
Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.
*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.
HRP: This position is subject to the requirements of the DOE Human Reliability Program as specified in 10 Code of Federal Regulation, Part 712, §712.11. These requirements include on going drug and alcohol testing, as well as periodic medical and psychological evaluations.
426.2: This position is subject to DOE Order 426.2, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities, which establishes entry-level requirements to ensure candidates selected for specific positions can successfully perform the requirements of the job.
New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
Regular Position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the required period of continuous service, they may only apply for Laboratory jobs with the documented approval of their Division Leader. Please refer to Policy P701 for applicant eligibility requirements.
Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
