Position: Knowledge Management Specialist

Location: Wright Patterson AFB, OH (On-site)

Schedule: Monday-Friday, 0730-1630.

Mandatory Qualifications:

  • Bachelor's degree with 2 years of relevant experience, or Associate's degree with 4 years of relevant experience.
  • Knowledge of Federal laws and DoD/Air Force guidance related to information lifecycle management, records management, and statutory public disclosures.
  • Experience managing Freedom of Information Act (FOIA) requests.
  • Experience safeguarding Personally Identifiable Information (PII), Controlled Unclassified Information (CUI), and managing privacy breach reporting.
  • Experience managing the lifecycle of official publications, operating instructions, and standardized forms.
  • Minimum 2 years of experience developing official documentation, executive briefings, and written communications for senior leadership.
  • Proficiency with Microsoft 365, including Excel, Outlook, Word, Teams, PowerPoint, OneNote, and SharePoint.
  • Ability to provide a signed Non-Disclosure Agreement (NDA) prior to the start of performance.


Highly Desired Qualifications:

  • Experience developing technical documentation, Staff Summary Sheets (SSS), and executive-level briefings using Air Force Handbook 33-337 (The Tongue and Quill).
  • Experience managing records within the Air Force Records Information Management System (AFRIMS) and processing requests through DoD/Air Force eFOIA systems.
  • Certified Knowledge Manager (CKM) or Project Management Professional (PMP) certification (CKM preferred).
  • Experience applying Air Force Research Laboratory (AFRL) directives related to information lifecycle management and public disclosures.

Responsibilities:

  • Manage the Wing Freedom of Information Act (FOIA) program, including processing requests, maintaining tracking logs, updating procedures, and coordinating with Air Force and base-level FOIA offices.
  • Administer the Wing Privacy Act (PA) program by processing Privacy Act requests, monitoring PII incidents, maintaining compliance documentation, and supporting privacy program requirements.
  • Coordinate records management activities using enterprise content management systems to ensure accurate classification, storage, retrieval, and retention of electronic records.
  • Support organizational compliance with the Federal Records Act, NARA, AFRL, and Department of the Air Force records management policies.
  • Manage the lifecycle of official records, including creation, maintenance, retention, disposition, and implementation of approved Records Disposition Schedules (RDS).
  • Support Staff Assistance Visits (SAVs) and Inspector General (IG) inspections by conducting records reviews, quality control audits, and corrective actions.
  • Develop and deliver records management, privacy, and compliance training for personnel and leadership.
  • Monitor and report completion of mandatory Privacy Act and Records Management training requirements across the Wing.
  • Prepare, maintain, and update policies, procedures, technical documentation, executive briefings, and knowledge management products.
  • Maintain compliance with all required Federal, DoD, Air Force, and organizational training and certification requirements.
