Summary
About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at either Fort Meade, Maryland or Fort Detrick, Maryland.

Duties
Help
  • Serve as subject matter expert (SME) for Knowledge Management (KM) and Records Management (RM) providing technical guidance and decision support to senior leaders and staff.
  • Develop KM program guidance to support the synchronization of records management and knowledge management.
  • Function as the knowledge management transformation agent to advance the 7th SC(T)'s knowledge-centric culture.
  • Advise senior leadership on records management and knowledge management matters to institutionalize best practices.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain TOP SECRET eligibility with access to Sensitive Compartmented Information (SCI).
  • Must successfully pass urinalysis screening for illegal drug use prior to appointment and periodically thereafter according to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program.
  • This position requires the employee to occasionally travel away from the normal duty station up to 20%.

  • Appointment to this position is subject to a three year probationary period unless the appointee has previously met the requirements as described in DoDI 1400.25 V3005. (See Additional Information Section for additional conditions of employment.)

In order to qualify, you must meet the one year requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe one year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by
1. Utilizing information technology systems to implement solutions for knowledge sharing;
2. Analyzing policies to assist in the integration of knowledge management programs;
3. Identifying best practices or procedural information to assist in the development of content for knowledge management systems; and
4. Developing informational materials, such as briefings or training guides, to explain knowledge management processes and systems to employees.
Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted.
