Job Title: On-Call Juvenile Intake & Assessment Officerย 

Department: Community Corrections Division: Intake

Reports To: Director or their designee

Pay Range: 1 Status: As Needed

FLSA Status: Non-Exempt


POSITION SUMMARY: The As-Needed, On-Call Juvenile Intake and Assessment Officer conducts intake and assessment on children-in-need-of-care (CINC), status offenders (SO) or juvenile offenders (JO) in custody by law enforcement, and coordinates emergency placement such as relative placements, foster care, emergency shelter, attendant care or detention placements on evenings, weekends and holidays. The assessment interview includes an in-depth face-to-face interview with children and youth.

ESSENTIAL FUNCTIONS:

  • Assist law enforcement officers to screen, assess, place, and release children-in-need-of-care, status offenders and juvenile offenders in custody by law enforcement from 5:00pm to 8:00am Monday through Friday, Fridays 8:00 am - 5:00 pm, and 24 hours a day on weekends and county holidays. On-Call Officers shall respond to law enforcement by phone within ten (10) minutes of notification and physically within thirty (30) minutes.ย 
  • Determine ability of child/youth's participation in interview process by considering age, impairment due to the usage of drugs and/or alcohol, cognitive challenges, and current emotional state due to traumatic events.
  • If a youth is exhibiting signs of active trauma and the JIAS worker's attempts are not adequate to provide support and relief, the JIAS worker should follow local policy and procedure for obtaining additional mental health guidance and support.
  • Appropriately assess potential placements, taking into consideration the least restrictive placement, considering the safety of the child/youth, safety of the community and available community resources.ย 
  • Determine if the child or youth can be returned home or if placement is appropriate pending a subsequent court hearing.ย 
  • Administer and score the Kansas Detention Risk Assessment Instrument to determine the eligibility of detention placements. Assess whether or not an override of the detention instrument decision is necessary and request such override of the Director of JIAS.
  • Administer and score the MAYSI-II, and administer MAYSI-II Secondary Screening Instruments to identify the needs of the youth. If youth score at or above the caution cut-off on any subscale, determine the need for further recommendations and referral of the youth for mental health assessment.ย 
  • Based on the results of the intake and assessment screenings, refer for services to local program providers for assistance and/or support for the youth and/or family.
  • Conditionally release a child-in-need-of-care or a juvenile offender who is subject to requirements or conditions imposed on the youth and/or family members to be completed prior to Court action.ย 
  • Preparation, completion and submission of applicable state-mandated forms.
  • Provide crisis intervention services and serve as a resource broker.ย 
  • Maintain a working knowledge of the Kansas Juvenile Justice Code, Kansas Child-in-Need of-Care-Code and Riley County Community Corrections policies and procedures.

Requirements

Education:

  • This position requires a High School Diploma or General Educational Development GED equivalent, at a minimum.ย 
  • Two (2) years of college coursework in human services or other related field preferred

License(s)/Certificate(s):ย 

  • Must be twenty-one (21) years of age or older, possess a valid driver's license, be qualified for access to any KS Criminal Justice Information System (KCJIS) and not be registered on the Kansas adult or child abuse registry.

Experience:ย 

  • One (1) year of experience working with juveniles and families is preferred.ย 
  • This position requires knowledge of RCCC Policies and Procedures, applicable KDOC JIA Standards, the CINC Code, and the Kansas Juvenile Justice Code.ย 
  • It requires knowledge of the juvenile justice system, effective oral and writing skills and counseling skills when appropriate.ย
