Job description

POSITION OVERVIEW
We are seeking an EBS Junior Technical Analyst with focused, hands-on experience in the Oracle E-Business Suite (EBS) Projects module to support a federal DoD financial systems program. This is not a generalist EBS role - the ideal candidate has direct working knowledge of Oracle Project Accounting (PA), Project Costing (PC), and Project Billing (PB), and understands how the Projects module integrates with the broader Oracle EBS Financials ecosystem in a federal environment.
Working under the direction of senior BAs and technical architects, the Junior Technical Analyst will support requirements gathering, module configuration, testing, and functional documentation across the Projects track. Candidates with exposure to federal project structures, appropriation tracking, indirect cost rates (NICRA), or DoD program accounting frameworks will be strongly preferred.
This is a primarily remote role supporting a Lackland, TX program with travel projected to be 2 days per quarter.
ESSENTIAL DUTIES & RESPONSIBILITIES
  • Requirements Support: Assist in gathering and documenting functional and technical requirements for Oracle EBS Projects module implementations and enhancements, including Project Accounting, Project Costing, and Project Billing.
  • Module Configuration Support: Support configuration of Oracle Projects module components including project templates, project types, task structures, expenditure types, burden schedules, and billing setups under direction of senior analysts.
  • Integration Support: Assist in documenting and validating integration touchpoints between Oracle Projects and related modules including GL, AP, AR, Purchasing (PO), and Federal Financials (FV) - including cross-charge and inter-project accounting flows.
  • Testing: Develop and execute test scripts for unit testing, system integration testing (SIT), and user acceptance testing (UAT) across Oracle Projects workflows; log, track, and support resolution of defects.
  • RICE Support: Assist in the documentation, testing, and validation of RICE components (Reports, Interfaces, Conversions, Extensions) related to the Projects module, including project data conversions from legacy systems.
  • Data Analysis: Support data mapping, reconciliation, and validation activities for project cost, billing, and budget data during conversion and go-live activities.
  • Functional Support: Provide first-line support for Oracle Projects end-users; log and triage issues, escalate to senior team members as needed, and document resolutions.
  • Documentation: Maintain accurate and up-to-date functional and technical documentation including configuration workbooks, test results, process flows, and support logs.
  • Collaboration: Work closely with functional BAs, technical developers, and federal project accounting stakeholders to ensure integrated and accurate delivery of Oracle Projects solutions.

REQUIRED SKILLS & EXPERIENCE
  • Minimum 3-5 years of direct, hands-on experience with the Oracle E-Business Suite Projects module - this is the primary screening criterion. General EBS experience without specific Projects module exposure will not satisfy this requirement.
  • Working knowledge of Oracle Project Accounting (PA) including:
  • Project and task structure setup - WBS design, project templates, project types and classes
  • Expenditure entry, expenditure types, and expenditure organizations
  • Project budget setup, budget versions, and budget controls
  • Cross-charge and borrowed-and-lent transactions between project organizations
  • Working knowledge of Oracle Project Costing (PC) including:
  • Cost distribution, cost adjustments, and cost transfer workflows
  • Burden (indirect cost) schedule setup and application
  • Labor costing, usage costing, and miscellaneous cost processing
  • Integration with Oracle Purchasing (PO) and Accounts Payable (AP) for project-related expenditures
  • Working knowledge of Oracle Project Billing (PB) including:
  • Billing event creation and management
  • Invoice generation, revenue recognition, and funding limits
  • Contract billing types: cost-plus, time & materials, milestone
  • Familiarity with Oracle Projects integration points with GL (project-to-GL accounting), AP (supplier invoice costing), PO (project-related purchasing), and AR (project billing invoices).
  • Experience supporting or executing test plans including SIT and UAT in Oracle EBS Projects environments.
  • Basic understanding of federal project accounting principles - including appropriation tracking, Line of Accounting (LOA) structures, or DoD program management frameworks - is preferred.
  • Strong analytical skills with attention to detail, particularly in data reconciliation and cost validation activities.
  • Good communication skills with ability to work effectively in cross-functional teams.
  • Bachelor's degree in IT, Finance, Accounting, Business, or a related field. Additional years of directly related experience may be considered in lieu of a degree.
  • Must be a U.S. Citizen. Must be eligible to obtain and maintain a Tier 1 (T1) background investigation and Common Access Card (CAC).

Experience in one or more of the following areas is a plus:
  • Oracle EBS R12 Projects experience in a federal DoD or civilian agency environment.
  • Familiarity with Grants Management module and CAN/BACS structures in a federal context.
  • Exposure to Oracle Project Manufacturing or Oracle Project Contracts modules.
  • Knowledge of NICRA (Negotiated Indirect Cost Rate Agreement) setup and application within Oracle Projects.
  • Experience with project data conversion or migration from legacy systems into Oracle EBS.
  • Familiarity with BI Publisher or Oracle Discoverer for project-related financial reporting.

DESIRED SKILLS & EXPERIENCE
  • Oracle EBS R12 Projects module certification or coursework preferred.
  • Familiarity with Agile or hybrid delivery methodologies in federal ERP programs.
  • Exposure to federal financial reporting requirements for project-funded programs (e.g., FFATA, DATA Act, OMB Circular A-123).
  • Experience with JIRA, Confluence, or equivalent tools for requirements and defect tracking.

EDUCATION
Bachelor's degree required in Finance, Accounting, Information Technology, Business Administration, or a related field. Additional years of directly related experience may be considered in lieu of a degree.
