Position Title: Sr. Knowledge Management Consultant - National Guard Bureau (NGB)

Position Overview

INTECON is seeking a Senior Knowledge Management Consultant to serve as a senior KM lead supporting the National Guard Bureau (NGB) Knowledge Management Program across the National Guard Enterprise (NGE). This position aligns to the Knowledge Management Analyst role defined in the Performance Work Statement and leads the strategic effort to institutionalize a sustainable, self-sustaining, enterprise-wide KM program across the NGB and the 54 States, Territories, and the District of Columbia.

The Senior KM Consultant drives KM program management and governance in accordance with CNGBI 5002.01 and applicable DoD, Joint, Army, and Air Force KM doctrine, integrating people, process, and technology to embed KM deeply across the federated National Guard structure. The role emphasizes governance leadership, program maturity, strategic communications, and senior-leader engagement. Work is performed on-site at the Herbert R. Temple Jr. Army National Guard Readiness Center in Arlington, VA.

Roles and Responsibilities

  • Lead KM program management activities in accordance with CNGBI 5002.01, applicable 365 governance, and established NGB KM methodologies to mature the enterprise KM ecosystem.
  • Direct execution of the KM Program Maturity Model Assessment across NGB directorates, review results for accuracy and completeness, and recommend enterprise improvements that advance knowledge lifecycle integrity, repository stewardship, and knowledge compliance.
  • Provide comprehensive facilitation and operational support to KM governance bodies, including the Knowledge Management Officer Working Group (KMOWG) and Knowledge Management Representative Working Group (KMRWG), including agendas, pre-reads, 7-Minute Drills, facilitation, minutes, decisions, action items, and publication of documentation within established timelines.
  • Lead the development, coordination, and publication of enterprise KM governance products, including the NGB KM Instruction and Manual (KM Doctrine), KM Campaign Plan, NGB Strategic Calendar, and KM Battle Rhythm.
  • Facilitate development and annual review of the NGB Communications Plan and produce senior-leader communications products, including executive summaries, white papers, and briefings.
  • Develop and maintain KM program metrics, the KM Performance Tracker, and dashboard inputs, and lead preparation of the Monthly Status Report (MSR) and quarterly/annual roll-ups with trend analysis, risks, issues, and recommendations.
  • Support KM-related change management activities to ensure updates to processes, products, repositories, and governance artifacts are communicated and implemented consistently across the enterprise.
  • Capture and convert tacit and explicit knowledge into validated, reusable knowledge assets and develop KM knowledge products such as knowledge maps, knowledge flows, RACI/VENN models, and SIPOC diagrams.
  • Apply baseline SharePoint Online (365) proficiency to support KM governance and information architecture alignment, coordinating with Enterprise SharePoint Services Representatives (ESSRs).
  • Travel to select States and Territories, as required, to conduct program assessments and advisement.

Required Clearance Level

  • Active Secret security clearance.

Required Qualifications

  • Minimum of eight (8) years of demonstrated experience applying enterprise KM principles, including knowledge flow analysis, knowledge lifecycle management, knowledge architecture alignment, metadata/taxonomy application, knowledge product development, knowledge stewardship, and KM governance support.
  • Demonstrated experience supporting KM governance structures, conducting KM maturity assessments, developing KM recommendations, enabling cross-functional knowledge sharing and Communities of Practice, managing stakeholder engagements, and applying structured KM lifecycle methodologies such as ADDPI.
  • Certified Knowledge Manager (CKM) through the Knowledge Management Institute (KMI).
  • Basic proficiency with SharePoint Online (365), including lists, libraries, sites, permissions, and content organization.
