Job description

Lead the Region. Own the Customer. Drive the Margin.

Correctional Healthcare Partners (CHP) is hiring a Regional Director of Operations (RDO) to serve as the senior operational executive across all CHP-operated facilities in an assigned region. This is a customer-embedded leadership seat with full ownership of site P&L, contract performance, accreditation readiness, and the relationship with sheriff's command at every site you cover.

About the Role

Reporting to the Executive Vice President, Operations, the RDO owns monthly site-level P&L for every facility in the region and is the named single point of accountability for sworn and civilian customer leadership — Sheriff, Undersheriff, Jail Commander, Operations Captain, and Contract Monitor. Health Services Administrators (HSAs) at each site report directly to you.

You will translate corporate strategy into site execution and translate site-level signal back to corporate before it becomes a problem. You will be the first call from the county — not the EVP, COO, or CEO — and you will resolve issues before they become contract monitor findings.

What You'll Own
  • Site P&L & Margin Discipline. Hit budgeted EBITDA at the regional level. Manage direct labor, agency and traveler utilization, overtime, and supply chain. Identify margin leakage early and close it within the same fiscal quarter.
  • Customer Relationship. Maintain weekly cadence with jail command, monthly cadence with the senior county executive sponsor, and quarterly cadence with contract monitors. Be the operational voice of CHP to the county.
  • Contract Compliance. Know every SLA, deliverable cadence, liquidated damages clause, and renewal window cold. Operationalize CalAIM and the 1115 Reentry Waiver at applicable sites.
  • Workforce & Leadership. Hire, develop, and performance-manage HSAs as direct reports. Build a succession bench. Drive retention and reduce agency hours through partnership with talent acquisition.
  • Quality, Accreditation & Risk. Maintain continuous NCCHC and ACA readiness. Lead operational response to sentinel events, in-custody deaths, and major incidents. Own the operational narrative with the county on any clinical risk issue.
Who You Are
  • A multi-site operator with at least 7 years of progressive healthcare operations experience, including 2+ years in correctional or detention healthcare with direct HSA-level site accountability.
  • A proven customer-relationship leader who has held the table with sheriff's offices, county health departments, or government contract monitors.
  • Fluent in NCCHC and/or ACA accreditation standards and in correctional healthcare staffing models — agency/locum utilization, productivity benchmarks, and retention dynamics.
  • Proficient with a correctional EMR (CorEMR, TechCare, Sapphire, or equivalent).
  • Willing and able to obtain jail clearance at every facility in the region and travel to every site on a regular cadence.
  • Holder of a bachelor's degree in healthcare administration, business, public administration, nursing, criminal justice, or a related field.
Even Better If You Have
  • A master's degree (MHA, MBA, MPH, or equivalent) and/or CCHP certification from NCCHC.
  • Prior Regional Director, Regional VP, or equivalent leadership experience at a multi-site correctional healthcare company (Wellpath, NaphCare, Centurion, Corizon/YesCare, or similar).
  • Direct experience standing up clinical operations at a new correctional facility — from contract award through go-live.
  • Consent decree compliance experience and court-monitored healthcare delivery exposure.
  • Working familiarity with California CalAIM, Medi-Cal reentry billing, BSCC Title 15, or Washington WAC/DOH compliance.
  • Existing relationships with county sheriffs, jail commanders, or correctional health contract monitors in California or Washington.
  • A track record of reducing agency utilization, improving retention, and improving margin in a correctional healthcare contract setting.
  • Prior military, law enforcement, or uniformed-service exposure (helpful for fluency with sheriff's command culture, but not required).
What This Role Is Not
  • This is not an HSA role with a regional title. You build, manage, and hold HSAs accountable — you do not run any single site's daily operations.
  • This is not a clinical leadership seat. Clinical care is owned by the CMO and Site Medical Directors; you operationalize clinical requirements at the site level.
  • This is not a corporate strategy role. Strategy, M&A, and business development origination sit with the COO and CEO; you execute within strategy and contribute operational input to it.
