Position Description About Harris County and Universal Services: Harris County Universal Services (Universal Services) is transforming the way the County does business and seeking a Senior IT Project Manager, working within our Radio Services division, to join our team. Universal Services is the enterprise IT solutions center for the departments and offices of Harris County, providing Information Technology, Public Safety and Justice Technologies, 311 Constituent Engagement Services, Fleet Services, and Records and Information Governance Services. Harris County is the third largest and most diverse county in the nation, with a population of more than 5.1 million

Harris County Commissioners Court, the County's governing body, directs a budget of more than $4 billion providing essential services including flood control, infrastructure, healthcare, housing, and justice administration. This is a great time to join Universal Services as we enhance critical services to Harris County residents and internal customers. The primary purpose of the Senior IT Project Manager role is to lead, oversee and ensure the successful delivery and management of Public Safety Technologies' Radio Services strategic projects.

While reporting to the Enterprise Project Management Office, the Senior IT Project Manager will office with Radio Services. The role is responsible for managing mission-critical initiatives that support public safety communications and radio infrastructure within scope, on time and within budget. The Senior IT Project Manager will be responsible for the creation, organization, execution, and completion of strategic enterprise projects for Radio Services according to the Enterprise Project Management Office's standards and methodology.

Duties and Responsibilities: Project Integration Management Planning, coordination, change control, overall leadership Review project proposals/plans to determine time frames, funding, processes. Establish overall work plans, phases, and iterations. Project Communications Management Coordination of meetings, reporting, stakeholder communications Implement project communication plan.

Review status reports and communicate changes to plans. Project Stakeholder Management Expectation management, engagement, conflict resolution Manage the relationship with clients and all stakeholders. Act as coach to junior PMs, executives, or others.

Project Schedule Management Planning, tracking, forecasting, schedule updates Identify/schedule project deliverables, milestones, tasks. Monitor project progress against schedule. Project Risk Management Risk identification, analysis, mitigation Conduct risk assessments.

Develop/monitor risk mitigation strategies. Project Scope Management Requirements, scope control, change requests Analyze project proposals for scope boundaries. Define authority and scope for project personnel.

Project Resource Management Team leadership, staffing, performance management Assign duties and responsibilities to project personnel. Arrange staffing/recruitment for project phases. Project Cost Management Budget monitoring, forecasting, cost control Review project proposals to determine funding limitations.

Direct and coordinate activities to ensure projects stay within budget. Project Quality Management Quality planning, reviews, process improvement Monitor project activities for quality and accuracy. Ensure consistency in content and organizational "look and feel." Project Procurement Management Vendor management, contracts Review/approve work plans from external service providers

This blend is vital because this is a highly visible position with substantial impact. Understanding of public safety operational environments and the ability to manage projects involving emergency communications, radio infrastructure upgrades, technology refreshes, and cross-agency coordination. Ability to adapt to new circumstances in a changing business environment.

Good understanding of current and emerging technologies, and of how other enterprises are using them to drive digital business solutions. Knowledge of project management methodology and experience or familiarity with major, defined program management approaches Significant knowledge of project planning/scheduling tools (for example, Microsoft Project, Planview PPM Pro, ServiceNow Strategic Portfolio Management, or Open Workbench), with a solid track record of practical application. Exceptional verbal and written communication skills; expertise in setting and managing customer expectations.

Effective influencing and negotiating skills in an environment in which this role may not directly control resources. Strong knowledge and understanding of business needs, with the ability to establish and maintain a high level of customer trust and confidence. Ability to support a tactical resource plan by mapping future demand to forecast project completions in the project portfolio.
