Job description

Based in the Washington, D.C. Metro area, Pivot Path Solutions, LLC, is a government contracting and business solutions firm that offers enterprise IT solutions, strategic and acquisition planning, organizational development, and research and development analytics services to help customers adapt and thrive in changing market conditions. Pivot Path is seeking an experienced Health IT Program Manager to provide executive-level leadership, management, and oversight for Electronic Health Record (EHR) modernization initiatives and related enterprise Health IT programs across multiple IHSC component offices and functional areas. The selected candidate will be responsible for overseeing program strategy, planning, execution, governance, and performance management, ensuring successful delivery of mission objectives while maintaining alignment with operational priorities, regulatory requirements, and executive stakeholder expectations. This is a remote position.
Duties:
  • Lead the planning, coordination, and execution of enterprise EHR and related health IT programs that span multiple IHSC component offices and technical domains.
  • Develop and maintain integrated program roadmaps, schedules, dependencies, and milestones across EHR, analytics, solutions development, and infrastructure initiatives.
  • Establish and manage program governance structures, including executive briefings, steering forums, escalation paths, and decision tracking.
  • Coordinate cross-functional stakeholders from HASO, DAO, SDO, PMO, OCIO, and operational program offices.
  • Identify, assess, and manage program-level risks, issues, and dependencies, developing mitigation and contingency strategies.
  • Oversee program performance metrics, status reporting, and executive-level dashboards.
  • Support acquisition planning, contract execution, and contractor performance oversight in coordination with the COR.
  • Ensure program activities align with federal IT policy, security requirements, and healthcare regulations.
  • Advise senior leadership on program status, tradeoffs, resource needs, and strategic impacts.

Required Knowledge, Skills, and Abilities:
  • Project management experience required.
  • Expert knowledge of enterprise Health IT systems, including EHR modernization, analytics, infrastructure, and solutions development.
  • In-depth understanding of federal IT policy, healthcare regulations (such as HIPAA and HITECH), and federal IT security requirements.
  • Demonstrated experience in leading and directing large-scale, multi-component Health IT programs.
  • Strong skills in strategic planning, including developing and maintaining integrated program roadmaps, schedules, and milestone tracking.
  • Proven ability to establish and manage program governance structures, executive reporting, and decision-making processes.
  • Advanced stakeholder engagement and coordination skills, with experience working across multiple offices and technical domains.
  • Proficiency in risk assessment, mitigation, and contingency planning for complex IT programs.
  • Ability to oversee program performance metrics, status reporting, and executive-level dashboards.
  • Experience supporting acquisition planning, contract execution, and contractor performance oversight in a federal environment.

  • Minimum of 5 years of experience supporting Electronic Health Record (EHR) modernization, implementation, optimization, or sustainment efforts.
  • Demonstrated experience managing large-scale federal healthcare or Health IT programs involving multiple stakeholders and functional domains.
  • Experience leading cross-functional teams supporting clinical, operational, technical, cybersecurity, and data analytics initiatives.
  • Strong knowledge of federal acquisition, contract management, and program governance processes.
  • Experience supporting federal agencies such as DHS, HHS, VA, DoD, or other healthcare organizations.
  • Ability to obtain and maintain all required government suitability and security requirements.
Required Certification
  • Active Project Management Professional (PMP) certification.
