What We Do

Multiply Possibility - Financing GPE 2030
GPE launched its 5th financing campaign for 2026-2030, co-hosted by Italy and Nigeria, to mobilize $5 billion for inclusive, high-performing education systems in the world's most challenging contexts. This funding will unlock $15 billion in total education investment through co-financing and multiplier effects. A fully funded GPE will transform education systems and multiply possibility for 750 million children in 96 countries.
Governance And Organizational Arrangements
The GPE Board of Directors includes ministerial-level board members and alternates representing 20 constituencies that reflect the partnership's breadth. The Board Chair is H.E. President Jakaya Kikwete and the Board Vice Chair is Ms. Christine Hogan. The Board of Directors, with its standing committees, provides policy and strategic oversight and approves or delegates funding decisions.
The GPE Secretariat, with 160 employees and hosted by the World Bank, is responsible for translating the policies and strategies set by the Board into practical support for partner countries, coordinating with diverse stakeholders and galvanizing global support for SDG 4. The Secretariat's headquarters are in the World Bank's offices in Washington, D.C., with a European office in Paris, an Africa office in Nairobi, a satellite office in Brussels, and a support office in Chennai.
ABOUT THE TEAM
The Secretariat Operations team includes corporate functions that support the GPE Secretariat, including human resources, staffing, workforce planning, work and budget planning, organization design and development, IT systems, knowledge management, and others. Its mission is to help the organization operate as effectively and efficiently as possible.
This position is on the Organizational Development & Solutions team of SecOps. The team functions as an internal consulting group, implementing performance improvement projects and programs in support of Secretariat staff and management, and providing KM and IT systems and tools to facilitate the Secretariat's work.
ABOUT THE JOB
Description
The Senior IT Program Manager reports to the Organizational Development and Solutions Lead. The Senior IT Program Manager is responsible for planning, delivering, and managing technology solutions that support the operational and programmatic needs of GPE. Operating within a hybrid IT environment - where core infrastructure, cybersecurity, and enterprise systems are provided by the World Bank Group - this role focuses on designing, implementing, and maintaining solutions that are specific to GPE's mandate, stakeholders, and business processes.
The Senior IT Program Manager serves as the primary technology authority within the Secretariat, bridging the gap between the World Bank's IT services and GPE's unique functional requirements. This includes managing relationships with WBG IT counterparts, overseeing solution development and deployment, and helping ensure that technology investments are aligned with GPE's strategic priorities. The Senior IT Program Manager also ensures everything built by vendors aligns with approved specifications, is delivered on schedule, and meets quality standards.
Duties And Accountabilities
Strategy & Governance:
Help develop and maintain the IT strategy for the Secretariat that complements the World Bank's enterprise IT environment and aligns with GPE's operational model, governance structure, and multi-stakeholder expectations.
Advise Team Lead and business on technology trends, risks, and opportunities.
Establish and maintain IT governance frameworks, policies, and standards applicable to GPE-specific systems and data.
Ensure compliance with World Bank Group IT policies, data privacy requirements, and information security standards.
Solution Design & Delivery:
Lead the end-to-end design, development, and deployment of business applications and digital solutions tailored to GPE's programmatic needs - including grant management, results tracking, partner portals, reporting tools, and data analytics platforms.
Translate business requirements from program, finance, and operations teams into technical specifications and solution architectures.
Manage software development lifecycles, including requirements gathering, vendor selection, procurement, testing, deployment, and change management.
Oversee integrations between GPE-specific solutions and World Bank enterprise systems (e.g., SAP, trust fund management platforms, document management).
Operations & Support:
Serve as the primary liaison with World Bank ITS for provisioning, support, and escalation of infrastructure and enterprise services.
Manage day-to-day IT operations within the Secretariat, including user support, system administration, vendor management, and service continuity.
Develop and maintain business continuity and disaster recovery plans for GPE-specific systems.
Monitor system performance, manage incidents, and ensure timely resolution of technical issues in coordination with WBG IT support services.
Maintain an up-to-date inventory of GPE technology assets, licenses, and contracts.
Data & Analytics:
Champion data management best practices across the Secretariat, including data governance, quality, interoperability, and security.
Design and maintain dashboards, reporting tools, and analytics capabilities that support results monitoring, donor reporting, and operational decision-making.
Ensure GPE data assets are well-documented, protected, and accessible to authorized users.
Team & Resource Management:
Manage and mentor IT staff and/or consultants within the Secretariat.
Inform GPE's IT budget and work planning, ensuring value for money and alignment with strategic priorities.
Lead or facilitate procurement processes for technology goods and services, in accordance with World Bank Group procurement policies.
Selection Criteria
Education
Advanced degree in Information Technology, Computer Science, Information Systems, or a related field; or equivalent professional experience.
Experience
Minimum 8 years of progressive experience in IT roles, with demonstrated experience in solution delivery, systems integration, and stakeholder engagement. Proven experience managing technology solutions in complex, multi-stakeholder environments within international organizations. Strong knowledge of enterprise IT environments, cloud platforms (e.g., Microsoft Azure, Microsoft 365), and application development or integration methodologies. Deep experience with Microsoft Dynamics and Power Platform. Experience translating business and operational needs into technology solutions, and working with vendors and development teams. Excellent ability to explain technical concepts to non-technical audiences including senior leadership.
Preferred: Familiarity with World Bank Group IT systems, policies, and trust fund or FIF operational frameworks. Experience with grant management systems, results management platforms, or partner-facing digital tools in a development context. Knowledge of data governance, open data standards, and results reporting in multilateral settings.
Relevant professional certifications (e.g., PMP, ITIL, AWS/Azure, Agile/Scrum).

Vendor & Contract Management: Manages the full lifecycle of technology procurement, from needs assessment and market analysis through contracting, delivery, and performance evaluation. Ensures vendor relationships deliver value for money and operate within procurement rules.
Cloud & Digital Platforms: Proficient in cloud-based environments and productivity platforms (e.g., Microsoft Azure, Microsoft 365, SharePoint). Applies modern digital tools to improve collaboration, workflow automation, and service delivery within the Secretariat.
Accountability & Results Focus: Engages in productive consultation without losing sight of responsibility for own, and team, decisions, deliverables and deadlines.
