Role Summary

The Principal Infrastructure Program Manager is a senior leadership role responsible for driving program management excellence across the Infrastructure organization while serving while influencing technology-wide planning, governance, and operational standards. This individual will lead complex, cross-functional infrastructure programs from initiation through delivery, while also building the frameworks, tools, and processes that enable Infrastructure leaders to plan, budget, and communicate effectively.

Beyond core program management, this role will lead the creation and facilitation of the annual Infrastructure roadmap, partnering with leadership to align priorities, sequence initiatives, and communicate the roadmap across the organization. This person will mentor and coach the Infrastructure leadership team through the annual budgeting cycle, guiding decisions around labor, hardware, software, and capital vs. expense classifications for new work, and will establish a repeatable tracking method for ongoing infrastructure expenses, including current run-rate costs, contract and license renewals, and forecast accuracy.

This individual will build tools and lightweight processes that support roadmap facilitation, budget planning, and expense tracking, and will ensure Infrastructure leadership is well-prepared with the right data, narrative, and materials whenever they are requesting approval to begin new work. Additionally, this role will mentor the Security Program Manager, ensuring consistency in program management approach, tools, and governance between the Infrastructure and Security programs.

Key Responsibilities
  • Lead end-to-end program management for large-scale, cross-functional Infrastructure initiatives, including planning, execution, risk management, and reporting
  • Create and facilitate the annual Infrastructure roadmap process, partnering with leadership to prioritize, sequence, and communicate initiatives across the organization
  • Mentor and guide the Infrastructure leadership team through the annual budgeting process, factoring in labor, hardware, software, and capital vs. expense considerations for new work
  • Design and maintain a tracking method for current infrastructure expenses, including run-rate costs, upcoming renewals, and variance to budget
  • Build tools, templates, and lightweight processes that support roadmap planning, budget development, and ongoing expense tracking
  • Coach and prepare Infrastructure leadership with the data, materials, and narrative needed when requesting approval to begin new work
  • Mentor the Security Program Manager to drive consistency in program management practices, governance, and tooling across Infrastructure and Security
  • Partner with Finance to validate budgets, track capital vs. expense classifications, and ensure funding is confirmed and traceable for infrastructure work
  • Define and continuously improve governance standards, operating models, and decision frameworks for Infrastructure programs.
  • Establish executive governance cadences that improve planning accuracy, investment decisions, and portfolio transparency.
  • Identify risks, dependencies, and resource constraints across infrastructure programs and drive mitigation planning
  • Facilitate regular leadership working sessions to review roadmap progress, budget health, and upcoming decisions
  • Drive continuous improvement in program management standards, tools, and processes across the Infrastructure organization
Leadership & Strategic Planning
  • Serve as a trusted advisor to Infrastructure leadership on annual planning, budgeting, and roadmap strategy
  • Establish KPIs and success metrics for roadmap predictability, budget/forecast accuracy, capital utilization, Infrastructure delivery health, and operational readiness.
  • Provide executive-level recommendations on infrastructure investment priorities, capital planning, and resource allocation
  • Partner with the Vendor Manager, Procurement and Finance on contract renewals, vendor performance, and infrastructure investment optimization.
  • Build a mentoring cadence with the Infrastructure leadership team and the Security Program Manager to strengthen program management maturity across both groups
Qualifications
  • Bachelor's degree in Computer Science, Information Technology, Business Administration, or a related field; PMP, PgMP, or equivalent certification preferred
  • 10-15+ years of progressive experience in leading complex infrastructure programs, strategic planning and enterprise technology initiatives.
  • Demonstrated experience facilitating annual roadmap planning and leading or supporting annual budget cycles, including labor, hardware, software, and capital vs. expense planning
  • Strong financial acumen, including experience tracking infrastructure operating costs, contract/license renewals, and forecast-to-actual variance
  • Proven experience mentoring or leading other program/project managers, with the ability to build consistency across teams
  • Experience with enterprise PPM tools (e.g., Planview, Clarity, Workday) and collaboration tools such as Confluence, Jira, Lucid, or similar
  • Experience with Agile, Waterfall, and hybrid delivery frameworks, including Agile at Scale or SAFe
  • Excellent executive presence, with the ability to prepare leadership for high-stakes budget and roadmap conversations
  • Strong analytical, data visualization, and reporting skills (Excel, Power BI, or similar)
  • Exceptional communication, facilitation, and stakeholder management skills
Work Location

Ability to work in the Plano, Texas, Monday through Friday, with travel as needed based on transformation and delivery initiatives.
