Minimum Qualifications of Education and Experience Bachelor's degree from an accredited college or university in computer science, business management, project management or related field and three (3) years of experience in a similar position managing professional projects, as listed in the work functions. OR A combination of education and experience equivalent to seven (7) years of experience in a similar position managing professional projects, as listed in the work functions. Regular and reliable attendance is a necessary component of job/position.

Individuals required to use County vehicles and equipment must have a valid driver's license and be free of any major traffic violations for the last three (3) years. Nature of Work Under supervision, the project manager is accountable and responsible for overall coordination, status reporting and stability of project-oriented work efforts. Establishes and implements project management processes and methodologies for the Information Technology Solutions (ITS) community to ensure projects are delivered on time, within budget, adhere to high quality standards and meet customer expectations.

This position is responsible for assembling project plans and teamwork assignments, directing and monitoring work efforts on a daily basis, identifying resource needs, performing quality review; and escalating functional, quality, and timeline issues appropriately. Tracks key project milestones and adjusting project plans and/or resources to meet the needs of the sponsor. Coordinates communication with all areas of the enterprise, vendors, and external agencies and partners, which impacts the scope, budget, risk and resources of the work effort being managed.

Manages one or more cross-functional projects of medium to high complexity. Supports a diverse, respectful, and inclusive workplace. Examples of Work Manages projects and coordinates implementation of new solutions that involve team members across all areas of the enterprise, vendors, external agencies and partners, uses best practices and is accountable for deliverables by understanding and balancing the competing demands for project scope, time (including estimating), cost, risk, and quality.

Conducts regular, scheduled meetings with project owners, sponsors as necessary and escalates issues to resolution with influence. Defines requirements, tasks, issues, work plans, budgets, risk analysis, change management, and overall project control and coordination. Ensures effective communication across project teams, particularly stakeholders and employees at all levels.

Ensures satisfaction of departmental requirements and adherence to organizational and IT policies and procedures. Recognizes opportunities for system or process improvement and makes recommendations or takes appropriate action. Collaborates with other project managers to ensure a consistent implementation of project management disciplines and methodologies.

Performs related work as assigned. Knowledge, Skills and Abilities Considerable knowledge and expertise in the use of project management methodologies and tools including both Agile and Waterfall. Considerable knowledge and expertise in resource management practices and change management techniques.

Considerable knowledge of various types of projects (i.e. vendor selection, business process, technology). Considerable knowledge in creating, maintaining and executing effective project work plans and coordination of work activities

Skill in the use of computers and technology. Skill in communicating effectively with management and employees of all levels. Skill in communicating effectively and fostering communication among team members from all areas of the enterprise, vendors, external agencies and partners, using written and oral communication skills.

Skill in working successfully with people, leading teams and coordinating project activities. Ability to persuade and influence others using written and oral communication skills. Ability to proactively manage customer expectations on current and future business needs.

Ability to perform as a team leader, member or facilitator. Ability to analyze and change existing processes to reduce process time and resources to improve organizational impact. Ability to analyze problems and independently develop efficient solutions.
