Summary: The IT Network Engineer is responsible for connecting PHC with its growing network of clinics, as well as administrative sites, remote (AWS) data centers, local data centers, 3rd party vendors and partners to provide excellent patient care to all our patients. The IT Network Engineer designs, maintains, and ensures our network is secure and reliable by adhering to organizational values and industry standards and works closely within the IT Systems Administration team.

Areas of Responsibility:

Networking Engineering and Provisioning:

  • Engage with Network vendors, review invoices & contracts, recommend system improvements and processes, in-line with established business goals
  • Design and install new / rebuild existing network equipment and configure switches, routers, wireless, WebEx calling, etc. in accordance with standards and project/operational requirements
  • Develop and maintain installation and configuration procedures
  • Contribute to and maintain network standards
  • Research innovative, and where possible automated approaches for networking tasks
  • Identify processes that leverage our resources and provides economies of scale
  • Management of existing networking devices such as switches, routers, circuits, wireless etc. in accordance with standards and project/operational requirements
  • Support various enterprise technologies (Microsoft Entra, AWS Cloud infrastructure, WebEx)

Operations and Support:

  • Perform daily monitoring, verifying the integrity and availability of all networking hardware, firewall, circuit availability as it relates to bandwidth and uptime
  • Provide technical leadership and expertise in escalations and incident response
  • Provide Tier II/III/other support per request from various constituencies as needed. Investigate and troubleshoot issues
  • Repair and recover from hardware or software failures. Coordinate and communicate with impacted constituencies
  • Oversees the development and evaluation of network performance criteria and measurement methods
  • Maintain the PHC infrastructure and Cloud Software solutions in consultation with support Vendors for Network related items
  • Develop business continuity and disaster recovery plans and assist with the annual test of such plans

Maintenance:

  • Apply patches and upgrades on a regular basis, and upgrade administrative tools and utilities.
  • Maintain network infrastructure that supports Virtualization infrastructure
  • Maintain operational, configuration, or other procedures
  • Perform periodic performance reporting to support capacity planning
  • Provide regular analysis of system performance and make recommendation for improvement or redesign
  • Maintain data center environmental and monitoring equipment if needed

General Duties:

  • Assist with all other special tasks and manage projects as directed by management
  • Assist in troubleshooting hardware, software, and network problems.
  • Collaborate with other team members on the implementation, deployment and integration of network and server systems
  • Document, track, and monitor IT problems using applicable systems and tools
  • Document Network and Systems procedures
  • Study best practices and innovative technologies of the industry and make recommendations that would benefit PHC
  • Participate in rotating on-call (after hours) support

Education/Experience:

  • Bachelor's degree with a technical major, such as engineering or computer science or equivalent; or six to eight years related experience and/or training; or equivalent combination of education and experience in System Administration or Networking
  • Four to six years system administration or network experience that includes patching, managing active directory, group policy, login scripts, troubleshooting & implementation.
  • Experience and knowledge of Cisco Networking, SDWAN - CCNA certification preferred
  • Experience with databases, networks (LAN, WAN) and patch management preferred
  • Knowledge of system security including IDS, ACLs, VPN, NGFW, and data backup/recovery
  • Knowledge of networking and security, including TCP/IP, SIP, VOIP, HTTP, SFTP, SSH, SSL, BGP, OSPF, OSI layer model
  • Experience with tools for packet capture analysis, network monitoring, network performance analysis & fault isolation
  • Working knowledge and engineering experience in virtualization technologies.
  • Strong product/technology/industry knowledge

Licenses and Certifications:

  • Cisco Certified Network Associate (CCNA) or similar professional certification required
  • AWS Practitioner or Azure Cloud Associate preferred
  • Microsoft MCSE or Azure Network Engineer Associate certification preferred
  • ITIL Foundation Certification preferred
  • Current, valid California Driver License required
