Job description

IT Applications Developer – Social Services Applications (HHSC)**

Overview

The Texas Health and Human Services Commission (HHSC) is seeking an experienced IT Applications Developer to support the development, enhancement, maintenance, and operations of critical Social Services applications. The ideal candidate will have extensive hands-on experience in Java/J2EE, REST services, modern UI frameworks, and enterprise-level solutions within a Service-Oriented Architecture (SOA). This role requires strong technical expertise, problem-solving skills, and the ability to work collaboratively in an Agile environment.


ResponsibilitiesApplication Development & Enhancement
  • Design, develop, enhance, and maintain web-based J2EE/Portal applications within HHSC’s SOA platform using Agile methodologies.

  • Support and enhance major applications including State Portal, Workflow Management, Eligibility Web Services, Family Violence Program, Enterprise Document Services, Enterprise Content Management, Document Center, Call Center Inquiry, and other Social Services applications.

  • Implement secure, scalable, and high-performing application components.

Systems Analysis & Support
  • Participate in requirements analysis, high-level and detailed design activities.

  • Perform system analysis, troubleshooting, diagnosis, and resolution of application issues.

  • Analyze existing code for performance tuning and configuration optimization opportunities.

  • Provide production support including defect resolution, maintenance, and reliability enhancements.

Collaboration & Documentation
  • Work closely with cross-functional teams to deliver high-quality solutions.

  • Create technical and design documentation, data and process models, and system specifications.

  • Participate in design reviews, code walkthroughs, and testing activities.

Testing & Quality Assurance
  • Apply modern testing strategies to ensure applications function properly and meet performance requirements.

  • Support QA during functional, integration, and user acceptance testing.

  • Develop and test code modules to resolve defects and enhance system performance.

Additional Duties
  • Support CI/CD, containerized deployments, and cloud-based solutions as needed.

  • Perform other tasks as assigned by the project or program leadership.

  • Maintain strong oral and written communication with technical and business stakeholders.


Minimum QualificationsRequired Experience
  • 8+ years hands-on experience in server-side/web services development using Java, J2EE, and enterprise-level frameworks.

  • 8+ years experience across all phases of the SDLC.

  • 8+ years implementing applications using J2EE application servers, authentication/authorization, and caching strategies.

  • 8+ years programming experience with:

    • Java, J2EE, REST/SOAP

    • HTML5, JavaScript, AJAX, CSS3, Bootstrap, SASS

    • Angular, TypeScript

    • Spring Framework

    • JSON, XML, JWT

    • OAuth, OpenAPI v3

    • NPM, Maven

    • Postman, ReadyAPI, Mulesoft (or similar tools)

  • Experience developing secure REST services using JWT, OAuth, and related standards.

  • Experience building reusable, modular, testable application components.

  • Demonstrated experience with enterprise-level web services, including full ownership of service stack.

Preferred Experience
  • 3+ years with JBoss or IBM WebSphere Application Server (v8 or later).

  • 3+ years working in Agile (Scrum) environments.

  • Experience with CI/CD pipelines and containerized deployments (e.g., Docker, Kubernetes).

  • Experience building applications for cloud platforms.

  • Experience with test-driven development and testing frameworks such as Karma, Jasmine, Selenium.


Education
  • Bachelor’s degree from an accredited four-year college or university in Computer Science, Information Systems, Engineering, or a related field.
