Mandatory Qualifications:
Professional business analysis accreditation/certification, such as International Institute of Business Analysis (IIBA), Certified Business Analysis Professional (CBAP), or Project Management Institute Professional in Business Analysis (PMI-PBA) certification, current and in good standing.
o Proof of certification must be included with the response.
o The State will accept the following equivalent:
Three (3) continuous years of experience within the last five (5) years utilizing an industry-recognized business analysis framework, such as the Business Analysis Body of Knowledge (BABOK) or PMI Guide to Business Analysis, OR
Five (5) years of experience within the last ten (10) years performing lead business analysis functions for large-scale (multi-million dollar) projects.
Three (3) consecutive years within the last seven (7) years of experience managing and directing the work of business analysis teams or business process design teams.
Two (2) consecutive years within the last five (5) years lead business analysis role in large-scale (multi-million dollar) systems implementation or business enhancement projects.
Desirable Qualifications:
Additional years of experience beyond the mandatory minimum qualifications listed above. The scoring in this category is based on quality, relevance, and quantity of additional experience. If candidate does not have additional years of experience, the vendor will receive zero points in this category.
Experience reviewing, assessing, and interpreting federal interoperability regulations or industry standards, such as the CMS Interoperability and Patient Access Final Rule; ONC Cures Act Final Rule; Health Level 7 (HL7) Fast Healthcare Interoperability Resources (FHIR) specification; etc.
Membership or participation in national workgroups for the advancement of health information and interoperability standards, such as the HL7 Da Vinci Project, Healthcare Information and Management Systems Society (HIMSS), or similar group(s).
Experience with State of California programs and organizations, or other similar government experience.
Knowledge of the national Medicaid program, particularly the functions and operations of State Medicaid Agencies.
Experience participating in the development of an Advance Planning Document (APD) for enhanced Federal Financial Participation (FFP).
Experience with State of California project controls, such as the Project Approval Lifecycle (PAL) or California Project Management Framework (CA-PMF).
Education: Bachelor's Degree in information technology.
