Job description

International Programs Manager
Client: Department of Defense
POP: 12+ months
Location: Hybrid - Pentagon
US Citizen, Secret Clearance Required
REQUIRED SKILLS
  • Must be willing to travel 40-50% of the time
  • Must have Secret Clearance
  • Bachelor's degree in Management, International Relations, or related discipline
  • A minimum of five (5) years of experience supporting Army programs, preferably in international program management or strategic communication roles.
  • Proven ability to navigate fast-paced, customer-focused environments and manage complex stakeholder relationships.
  • Exceptional communication and interpersonal skills, with the ability to influence and collaborate across diverse teams.
  • Strong organizational and project management capabilities, including experience managing multiple priorities and deadlines.
  • Knowledge of U.S. Army S&T strategies, modernization priorities, and cooperative agreements.

TASKS
  • Serve as the primary liaison for international S&T efforts, collaborating with stakeholders such as OUSD (A&S)/(R&E), ODASA(DE&C), the Army Futures Command (AFC) and their various subordinate organizations including Army laboratories and centers. This also includes the US Army Corps of Engineers Research & Development Centers and Laboratories and the US Army Space and Missile Defense Center.
  • Facilitate coordination between the Army's Office of the Deputy Assistant Secretary for Defense Exports and Cooperation (DASA(DE&C)), the Secretary of the Air Force - International Affairs and the Navy International Program Office to foster cooperative agreements aligned with each nation's technology strategy.
  • Track, organize, and coordinate international meetings, preparing briefing materials and presentations highlighting ongoing and prospective efforts.
  • Support reviewing and evaluating technology proposals for programs such as the Foreign Comparative Test (FCT) and the Coalition Warfare Program (CWP) and other international programs as requested by ODASA (DE&C).
  • Oversee and contribute to multilateral cooperative S&T activities, including engagements with the Australia, United Kingdom and United States (AUKUS) Pillar 2 program, the Five Eyes (FVEY) S&T Program and NATO.
  • Work with the Director for International S&T Programs to prepare DASA(R&T) leadership and staff for international engagements.
  • Develop impactful messaging and materials that communicate the Army's international S&T objectives to internal and external stakeholders.
  • Act as the action officer for international S&T initiatives, ensuring successful execution and alignment with broader Army strategies.
  • Enhance defense-wide cooperative S&T initiatives by identifying opportunities for collaboration and ensuring effective participation from Army leadership.
  • Foster innovation through international partnerships to strengthen the Army's modernization and technology capabilities.
  • Represent DASA(R&T) at international meetings and events.
  • Travel will be required.
