JOB TITLE: Recruitment and Intake Navigator

DIVISION: Youth Services

DEPARTMENT: Youth Services

LOCATION: Highland Park American Job Center (144 E. Manchester St., Highland Park, MI 48203)

REPORTS TO: Lead Program Specialist

FLSA STATUS: Non-Exempt/Hourly

CLASSIFICATION: Full-Time

JOB SUMMARY Recruit, screen, and enroll eligible youth into WIOA Youth programs, JMG and FCSYEP. Supports program participation and engagement. Facilitates career-focused programming, integrating recruitment, career readiness, employment pathways, and soft skill development. Actively recruits both participants and employer partners to support engagement and opportunities. The role also supports outreach, event coordination, and program resource development.

ESSENTIAL DUTIES & RESPONSIBILITIES:

  1. Provide workshops that teach communication, teamwork, time management, and conflict resolution. Provide hands-on training in digital literacy, resume building, and job search platforms.
  2. Recruit and coordinate partners and presenters to engage with program participants.
  3. Conduct orientations for youth service candidates that provide a detailed overview of all programs ongoing.
  4. Supports both employers and participants in paid work experiences and internships.
  5. Promote symmetrical youth services at community events, career fairs, and job fairs.
  6. Provide weekly reports on partnerships, inquiries, enrollments, outreach, recruitment, and intake activities.
  7. Treat all participants, visitors, and community partners with respect and care.
  8. Maintain detailed participant records and an organized, secure filing system. Enter all participant information into the SER Launchpad database in a timely manner.
  9. Promote SER Metro-Detroit Youth Services at community events, career and job fairs, and other events that align with agency programming and target audiences.
  10. Build and maintain relationships with community representatives, educational institutions, and other stakeholders.
  11. Inform participants of their program rights and responsibilities in a clear and supportive manner
  12. Follow up with referral partners to ensure satisfaction.
  13. Report concerns to supervisor.
  14. Perform other duties as assigned to support the team.

SUPERVISORY RESPONSIBILITIES: None

JOB QUALIFICATIONS:

  1. Associate degree preferred; high school diploma or GED certificate required.
  2. Three years of customer service, sales, and/or experience in outreach, social services, and recruitment.
  3. Strong verbal and written communication skills to effectively engage with applicants, partners, and stakeholders.
  4. Comfort with conducting orientations and representing the organization at events.
  5. Knowledge of or ability to learn data tracking and management information systems
  6. Excellent writing and editing skills in English, as well as excellent verbal and written communication skills and attention to detail.
  7. Interpersonal skills are necessary to effectively communicate with staff, participants, and partner agencies.
  8. Ability to build and maintain relationships with diverse groups, showing empathy and respect.
  9. Efficiently manage multiple tasks, maintain detailed records, and ensure compliance with policies.
  10. Ability to relate sensitively to a multiracial and multicultural group of young people.
  11. Demonstrate self-motivation, initiative, and persistence, as well as a background in communications/campaign strategy.
  12. Interpersonal skills necessary to effectively communicate with staff, participants, and partner agencies.
  13. Strong prioritizing, organization, and project management skills.
  14. Must possess a valid Michigan driver's license and have access to reliable transportation to travel to off-site locations/events. Willing to acquire a chauffeur's license within 30 days of employment. Preparing to operate the company van and transport participants to community outreach/programming events
  15. Must be willing to work a flexible schedule (evenings/weekends).
  16. Familiar with the Outer-Wayne youth landscape and able to build and maintain a network.

PHYSICAL REQUIREMENTS: Although this role is largely sedentary, the employee must occasionally lift and/or move audio/visual and other equipment weighing up to 50 pounds for various events/activities. While performing the duties of this job, the employee is regularly required to walk, sit, and frequently use hands and to talk or hear. Some filing may be required, which would require the ability to lift files, open filing cabinets, move office equipment, and bend or stand as necessary.

WORK ENVIRONMENT: The work environmental characteristics described here are representative of those employee encounters while performing the essential functions of this job. - The noise level in the work environment is at times moderately loud with little discomfort due to noise, dirt, dust and the like. This role routinely involves standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
