Job description

JOB SUMMARY: The Program Manager will oversee the execution and management of the TETSS contract at Fort Bliss, ensuring all operational activities align with mission objectives and performance standards. This role involves coordinating personnel selection and training, facilitating effective communication between site management and operational teams, and developing strategic plans for resource allocation and project implementation. The Program Manager will also be responsible for monitoring progress, resolving issues, and maintaining compliance with contractual requirements to achieve successful outcomes. Location: Fort Bliss in El Paso, TX.

PRIMARY DUTIES:

  • Provides oversight and reporting for all contract activities at Fort Bliss, TX and Ft. Sill, OK. 
  • Manages daily operations at Fort Bliss, with assistance from the Site Manager at Fort Sill, OK, including personnel selection and training, as well as overall planning, directing, and controlling of the Operational Training Center (OTC) under the TETSS contract.
  • Oversees Engineering, Program Management, Operations, Test Support, Data Services, and Finance and Administrative activities.
  • Manages the program to ensure that implementation and prescribed activities are carried out in accordance with specified objectives.
  • Exercises overall responsibility for the TETSS contract, including the preparation of the Monthly Status Report, Task Implementation Plans, Accountability Reports, invoices, and all related administrative actions.
  • Performs other duties as assigned.

RELEVANT EXPERIENCE:

  • 10 or more years’ experience in program management or general management. 
  • 10 years of experience in military testing.

EDUCATION/CERTIFICATION: Bachelor’s degree in computer science, engineering, math, physics, science, or a related field. Equivalent experience will be accepted in lieu of a degree.
