Job description

Celestar Corporation is seeking a Program Manager to support INSCOM under the Army Persistent Overhead Geospatial Intelligence (GEOINT) Exploitation Enterprise Support Services (APOGEE). The primary place of performance will be Fort Gordon, Georgia. Responsibilities:
• The PM will have complete oversight and administrative control over the entire contract workforce and is the senior level liaison between the Contractor and Government, working directly with the Contracting Officer, COR/ ACOR, and TTMs to ensure all requirements are being met within the terms of the contract.
• The PM shall actively participate in specified meetings, briefings, conference, seminars, progress reviews, and other functions/events as deemed appropriate by the COR/ ACOR.
• This participation may include providing management, technical, cost or schedule information and other advice and assistance to the Contracting Officer/COR/ ACOR/TTM.
• Ensure all approved tasks/projects are planned, coordinated and communicated with Government personnel as appropriate.
• Ensure all approved tasks/projects are delivered following the Government approved priorities, schedule, and budget.
• Provide continuous status for all approved tasks/projects, to include deviations and remediation strategies.
• Ensure all task/project information is reported and tracked and that the Government shall have complete, unfettered access to all data in the database.
• Shall furnish and create reports as required
• Provide an annual report highlighting the status of the overall Task Order.
• Expert knowledge of the intelligence cycle and the analytical process that acts on collection to produce information for intelligence databases and products.
• Knowledge of intelligence oversight and security guidelines.
• Excellent communication skills in order to effectively interface with senior military officials, managers, and subordinates.
• Excellent analytical skills.
• Superior understanding of DoD Intelligence processes, activities, standards, and available analytic tools with general understanding of GEOINT operations.
• Knowledge of and experience in planning and executing technical studies and reports for computer systems and computer networks.
• Knowledge of and experience with Irregular Warfare concepts and operations.
Required qualifications/skills:
• Certification as a Program Management Professional (or equivalent)
• MA or MS degree in Business, Remote Sensing, Cartography, Geography, or related field AND 10 years of management experience, including 10 years of supervisory experience on US Army or DoD programs and projects that provided expert intelligence analysis services OR BA/BS degree in Business, Remote Sensing, Cartography, Geography, or related field AND 15 years of management experience, including 10 years of supervisory experience on US Army or DoD programs and projects that provided expert intelligence analysis services
• Active TS/SCI (within the last 5 years)
