Position Summary:

Under the direction of Compliance leadership, the Compliance Manager will oversee the daily operations of the Compliance Department, including State Compliance, Regulatory Affairs, and Licensing functions. This role is responsible for managing departmental operations, compliance initiatives, regulatory activities, operational governance, and team performance across all areas of the organization, including Claims, Underwriting, Product, Customer Service, Marketing, Sales, Operations, Privacy, and Licensing.

The Compliance Manager will oversee compliance reviews, complaint handling operations, regulatory research, market conduct preparedness, licensing governance, operational audits, state expansion support, enterprise risk tracking, and departmental process standardization efforts. This role will also be responsible for identifying operational inconsistencies, developing standardized workflows and expectations, improving compliance controls, and supporting the continued development and maturation of the companyโ€™s enterprise compliance program.

This position is expected to operate with a high degree of independence in managing day-to-day departmental operations, team oversight, compliance initiatives, and operational decision-making while appropriately escalating significant regulatory matters, enterprise risks, and strategic concerns to Compliance leadership as needed.

This role is ideal for someone with extensive insurance compliance leadership experience, strong operational judgment, deep multi-state regulatory knowledge, and the ability to independently manage complex compliance functions in a fast-paced and evolving environment.

Duties and Responsibilities:

ยท Oversee the daily operations, workload management, and performance of the Compliance Department, including State Compliance, Regulatory Affairs, and Licensing functions across all business areas of the insurance lifecycle.

ยท Manage and develop compliance supervisors, analysts, licensing personnel, and regulatory affairs staff, including coaching, accountability, quality review, and professional development.

ยท Monitor and interpret changes in insurance laws, regulations, bulletins, enforcement trends, market conduct expectations, and operational compliance requirements across multiple jurisdictions.

ยท Lead operational implementation of regulatory changes and ensure business processes, workflows, forms, communications, and operational procedures remain compliant with applicable regulatory requirements.

ยท Identify operational inconsistencies, process gaps, or regulatory exposures and develop standardized procedures, workflows, departmental expectations, reporting standards, and compliance controls across compliance functions.

ยท Partner with leadership and cross-functional stakeholders to provide operational compliance guidance, regulatory interpretation, and risk-based recommendations related to business initiatives and operational changes.

ยท Assist Compliance leadership in developing scalable compliance frameworks, departmental structures, governance processes, reporting standards, and long-term program initiatives.

ยท Serve as an escalation point for complex compliance matters, operational concerns, and cross-functional compliance initiatives while exercising sound judgment regarding matters requiring escalation to Compliance leadership.

ยท Support and participate in regulatory interactions, examinations, audits, and compliance-related meetings in coordination with Compliance leadership.

ยท Lead departmental process improvement initiatives and operational enhancement efforts to support organizational growth, efficiency, and regulatory readiness.

ยท Participate in broader enterprise initiatives and cross-functional projects outside the immediate compliance space, depending on business needs.

Requirements:

Skills and Educational Requirements:

ยท Bachelorโ€™s degree in Business, Legal Studies, Risk Management, Insurance, or a related field OR 8โ€“10+ years of experience in insurance compliance, regulatory affairs, operational auditing, licensing, market conduct, or other regulated insurance environments.

ยท Minimum 4+ years of leadership, supervisory, or management experience within compliance, regulatory affairs, licensing, operational governance, audit, or insurance operations functions.

ยท Extensive working knowledge of state insurance regulations, market conduct standards, licensing requirements, operational compliance expectations, consumer protection requirements, and insurance regulatory frameworks across multiple jurisdictions and departments.

ยท Demonstrated experience overseeing or supporting regulatory affairs functions, complaint handling operations, DOI interactions, market conduct exams, data calls, licensing operations, operational audits, and enterprise compliance programs.

ยท Proven ability to independently assess operational risk exposure, interpret complex or ambiguous regulatory requirements, identify operational impacts, and develop practical compliant solutions across multiple business areas.

ยท Strong analytical, investigative, organizational, and problem-solving skills with the ability to manage highly sensitive or complex compliance matters in a fast-paced environment.

ยท Strong written communication and presentation skills with the ability to clearly communicate regulatory expectations, operational impacts, compliance risks, and recommendations to leadership and cross-functional stakeholders.

ยท Proficient in Microsoft Office Suite, including Excel, Word, PowerPoint, Outlook, and Teams; experience with Power BI, reporting tools, workflow management systems, or compliance tracking platforms preferred.

ยท Professional designations such as CPCUยฎ, AINSยฎ, IRES, ARC, or other compliance, audit, or insurance-related certifications strongly preferred.
