Job description

Reporting to the Program Manager, the CVN Modernization Planner will provide support to the Commander, Naval Air Force Atlantic (CNAL) Future Readiness Officer in the areas of Combat Systems Engineering principles, theories, concepts, techniques, and systems integration aboard U.S. Navy Ships by serving as the Modernization Manager for all In-Service, Refueling Complex Overhaul (RCOH), and New Construction Aircraft Carriers.

This is a contingent position expected to be located in Norfolk, VA. The pay range for the position will be provided at the time the position is no longer contingent.


  • Provide assistance to resolve difficulties in SCD processing.
  • Assist in the reconciliation of TYCOM funding between CRM & NDE Mod Plan.
  • Update and maintain the CRM.
  • Maintain SCD development master.
  • Provide SCD development team guidance.
  • Review current availability MRAs, identify any TYCOM SCDs/alterations that request programming/status changes.
  • Provide list of requested programming/status changes to Modernization Coordinator.
  • Attend meetings between COMNAVAIRLANT/COMNAVAIRPAC Modernization Manager, Ship TRIADs, and PMS 312C (CPA) Ship Life Cycle Managers (SLCMs). Provide any programming changes from these meetings to Modernization Coordinator and PMS 312C Modernization Branch.
  • Review and provide updates to the TAT review priority list.
  • Assist the Future Readiness Officer/ Modernization Manager in the 0-6 Board Voting Planner for all CVN SCDs (program and fleet).
  • Maintains list of CVN SCDs which need to be voted on.
  • Coordinate with the Modernization Manager and Modernization Coordinator to ensure NDE-NM alignment with the NDE-EP Fielding Plan and the Change Request Master (CRM).
  • Bid and proposal support if requested.
  • Other duties as assigned.

Required Qualifications:

  • An active secret clearance is required to be considered for this position.
  • HS Diploma required.
  • Minimum of six (6) yearsโ€™ experience accessing and experience in the use of Navy Data Environment (NDE) for Ship Change Documents (SCD).
  • Minimum of six (6) yearsโ€™ experience creating and organizing large volumes of information (Excel, Access, etc.) in support of Navy modernization and/or maintenance efforts.
  • Minimum of six (6) yearsโ€™ experience working with modernization planning products such as CBAs, SCDs, MRAs, NDE-NM, NDE-EP Fielding Plan, and the Change Request Master (CRM) as well as experience briefing senior naval officers and civilians with regard to these items.
  • Must possess basic computer literacy and data entry skills.
  • Demonstrated proficiency in Microsoft Office applications (to include MS Word, Excel, PowerPoint, etc.).
  • Strong attention to detail and organizational skills.
  • Excellent verbal and written communication skills.
  • Demonstrated problem-solving skills.
  • Must possess strong time management skills.
  • Must be able to work in a fast-paced, changing, and challenging environment.
  • Travel Required ~25% travel required.
  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.

Desired Qualifications:

  • Active Navy Data Environment (NDE) account and experience in Haystack Gold (or equivalent), MBPS Windchill, eLAR/SPAR/SPLI, eShock, and other eForms modules desired.

Physical Requirements:

  • Must be able to remain seated in a stationary position 50% of the time. Must also be able to alternate between sitting, standing, and walking.
  • The work requires some physical exertion, such as long periods of standing, or recurring and considerable walking, stooping, bending, crouching, and climbing such as performing regular shop activities, inspections, or to observe and study operations in an industrial or comparable work area, or on-board ships, submarines, and/or in weapon facilities.
