Position Summary

The Human Resources Assistant Manager / Manager serves as an independent HR compliance leader responsible for ensuring full adherence to California employment laws and providing risk-based, strategic guidance to operations.

This position requires a highly self-directed professional with advanced knowledge of California labor law who can independently research legal requirements, interpret regulatory changes, assess exposure, and implement legally defensible solutions with minimal oversight.

The ideal candidate demonstrates sound judgment, strong ownership, and the ability to operate autonomously in a fast-paced, compliance-driven environment.

CORE ROLES & RESPONSIBILITIES:

  • Independently research, interpret, and apply California employment laws with emphasis on wage & hour compliance and PAGA risk prevention.

  • Conduct internal audits related to:

    • Exempt vs. non-exempt classification

    • Timekeeping and overtime practices

    • Wage statement compliance

    • Meal and rest break adherence

    • Payroll accuracy and statutory requirements

  • Identify potential PAGA exposure and recommend corrective measures before risk escalates.

  • Review employee classifications under California standards (duties test and salary basis requirements).

  • Audit and evaluate timekeeping systems for off-the-clock work risks.

  • Lead complex employee relations investigations and ensure documentation is legally defensible.

  • Draft clear, grammatically precise, and compliant disciplinary and employment documentation.

  • Advise management on termination risk, retaliation exposure, and high-risk employment decisions.

  • Develop and revise HR policies to align with evolving California labor regulations.

  • Maintain HRIS data integrity and generate compliance reports.

  • Proactively monitor legal updates and independently evaluate operational impact.

  • Implement process improvements that reduce liability and increase operational efficiency.

QUALIFICATIONS:

  • Bachelor’s degree in Human Resources, Business Administration, or related field required.

  • 5+ years progressive HR experience in California

  • Demonstrated hands-on experience with wage & hour compliance under California law

  • Experience reviewing payroll and timekeeping practices.

  • Strong working knowledge of California Employment & Labor Law.

  • Proven experience independently managing employee relations and compliance matters.

  • Experience conducting workplace investigations and drafting compliant documentation.

  • Proficiency in Microsoft Office (Excel required).

  • Experience with HRIS systems; ADP Workforce Now preferred.

  • Bilingual in Korean or Spanish required.

  • Understanding of multicultural workplace environments.

Job Type: Full-time

Pay:

  • Manager: Starting at $83,000 annually (Exempt)

Business Hours: Mon-Fri 07:30 AM to 4:00 PM (30 minutes of unpaid meal break)

Experience:
