Job description

Summary
Plans and administers policies relating to all phases of human resources activity by performing the following duties personally or through subordinate supervisors.
Essential Duties and Responsibilities
  • Assists HR Director to identify legal requirements and government reporting regulations affecting human resources functions and ensures policies, procedures, and reporting are in compliance.
  • Plans, recruits, interviews, tests, and selects employees to fill vacant positions.
  • Plans and oversees new employee orientation to foster positive attitude toward company goals.
  • Keeps records of benefits plans participation such as insurance and pension plan, personnel transactions such as hires, promotions, transfers, performance reviews, and terminations, and employee statistics for government reporting.
  • Coordinates management training in interviewing, hiring, terminations, promotions, performance review, safety, and sexual harassment.
  • Advises management in appropriate resolution of employee relations issues.
  • Responds to inquiries regarding policies, procedures, and programs.
  • Administers performance review program to ensure effectiveness, compliance, and equity within organization.
  • Administers payroll process including union dues and pension funds programs.
  • Oversees and structures benefits programs such as life, health, dental and disability insurances, pension plans, vacation, sick leave, leave of absence, and employee assistance.
  • Participates in investigating labor disputes or employee complaints.
  • Conducts wage surveys within labor market to determine competitive wage rate.
  • Prepares budget of human resources operations.
  • Prepares employee separation notices and related documentation, and conducts exit interviews to determine reasons behind separations.
  • Prepares reports and recommends procedures to reduce absenteeism and turnover.
  • Contacts with outsourcing vendors to provide additional HR services and consultant service, such as law firms and staffing agencies.
  • Assists in legal matters.
  • Other duties may be assigned

Supervisory Responsibilities
Directly supervises the Human Resources Assistant and Generalists in the Human Resources Department. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Education and/or Experience
  • Bachelor's degree in Human Resources Management, Business Administration, or related field.
  • Five plus years of related experience and/or training.
  • Strong knowledge of HR laws and regulations, particularly in early childhood education preferred.
  • HCM & ATS Experience.
  • Experience working in a unionized environment.

Salary Range: $80,000 - $100,000/annually
