Job description

OVERVIEW

The Implementation Specialist provides technical assistance and implementation support for a large, multi‑state behavioral health data collection and reporting program. This role works directly with state substance use and mental health agencies to support data-related activities, assist with system and process adoption, and help identify and resolve routine implementation issues. Implementation Specialists are assigned by region, with one position supporting each U.S. Department of Health and Human Services (HHS) Region. Positions will be filled in Boston, MA; New York, NY; Philadelphia, PA; Atlanta, GA; Chicago, IL; Dallas, TX; Kansas City, MO; Denver, CO; San Francisco, CA; and Seattle, WA.

DUTIES

  • Organize and provide technical assistance to state substance use and mental health agencies related to behavioral health data collections, reporting processes, and related systems

  • Design and implement intensive training and technical assistance plans, including plans for site visits

  • Conduct needs assessments and develops individualized and large group technical assistance plans based on the outcome of the assessment

  • Support implementation activities across the assigned region, including coordination with state contacts and internal project staff

  • Respond to routine questions from state partners regarding data submission processes, schedules, and required procedures

  • Assist states with understanding and following standardized data collection and reporting guidelines

  • Track milestones, implementation status, issues, and follow-up actions within assigned region

  • Participate in regular project calls, training, and internal coordination meetings

  • Prepare and contribute to quarterly summaries and status updates

  • Maintain clear documentation of technical assistance activities and implementation support provided

  • Follow established project procedures related to data confidentiality, quality assurance, and system use

  • Perform other implementation and support duties as assigned by project leadership

MINIMUM QUALIFICATIONS

  • Master's degree in public health, social sciences, health administration, or a related field

  • At least five years of experience supporting or implementing healthcare, behavioral health, public health, or human services projects

  • Knowledge of implementation science and experience designing engaging presentations and training materials for varied audiences

  • Experience providing technical assistance, coordination, or implementation support to external partners, such as state agencies, Federal or State Government grantees, or service organizations

  • Experience conducting site visits to gather information and provide training and technical assistance

  • Experience using technical assistance tracking tools

  • Strong written and verbal communication skills

  • Ability to manage multiple tasks and priorities in a structured project environment

  • Comfort working with standard office and collaboration tools (e.g., Microsoft Word, Excel, email, virtual meeting platforms)

  • Ability to travel locally and within region, as needed

PREFERRED QUALIFICATIONS

  • Experience working with Federal Government grantees, state-level behavioral health, healthcare, or public health programs

  • Familiarity with multi-state or national data collection or reporting initiatives

  • Strong presentation and public speaking skills

Salary Range: $70,000 to $95,000 per year depending on experience and geographic location
