This position follows a hybrid work model. What you will do!

The PBAM Implementation Consultant will provide budget, accounting, and systems support to schools and districts implementing the newly revised PBAM and COA. The Program Budgeting and Accounting Manual (PBAM) establishes the uniform financial accounting and reporting framework for Oregon's school districts, education service districts (ESDs), and charter schools, serves as the authoritative reference for Oregon's standardized chart of accounts and financial reporting requirements, and provides guidance on applying applicable state and federal laws and accounting standards within Oregon's K-12 education system. The Oregon Chart of Accounts (COA) establishes the uniform financial coding structure required for all Education Agencies (EAs), which prepare financial statements in accordance with Generally Accepted Accounting Principles (GAAP) for state and local governments as defined by the Governmental Accounting Standards Board (GASB), the foundation for the PBAM. This position serves as the statewide subject matter expert and primary point of contact for Oregon school districts and ESDs as they transition to and operationalize the revised PBAM.

Revisions for the 2028 PBAM include:

  • New Governmental Accounting Standards Board (GASB) standards.

  • Federal compliance updates (Uniform Grant Guidance 2 CFR 200, ESSA, IDEA).

  • Modernized chart of accounts aligned to National Center for Education Statistics (NCES) and Oregon's statutory requirements.

  • Input from districts, ESDs, auditors, and professional associations.

This position provides advanced technicalassistance, training, consultation, and ongoing support to ensureaccurate, consistent, and compliant implementation of the PBAM chart of accounts, reporting structures, and fiscal processes. Serving as a key point of contact for districts and ESDs, the position delivers specialized guidance tailored to each scenario and works collaboratively with internal ODE teams, district and ESD business officials, software vendors, and other education partners to promote fiscal transparency, improve data quality, and support statewide alignment with PBAM requirements.

Typical duties include:

Direct Support - Provide specialized hands-onassistanceto districts/ESDs needing deeper and more technical support, including reviewing local chart-of-account structures, troubleshooting implementation challenges, and advising on system configuration.

Interagency Collaboration - Coordinate with internal ODEteams, vendorsto ensure consistentPBAM implementation.

Training Development - Design and deliver statewide training sessions, webinars, workshops, and written guidance to supportPBAM adoption and conformance withgenerally acceptedaccounting principles, governing rules, and policies

Minimum Qualifications (required)

Possession of a Certified Public Accountant or Certified Government Financial Manager certificateANDthree years of accounting experience equivalent to Accountant 2 work to include designing and modifying accounting systems that require frequent changes in requirements to meet specific business objectives, consulting with program managers or external organizations, and assuring the proper functioning and accountability of fiscal operations;

OR

ABachelor's degree in Accountingor in any discipline that includes or is supplemented by 32 quarter (21 semester) credit hours from an accredited institution in AccountingANDthree years of related accounting experience equivalent to Accountant 2 work to include designing and modifying accounting systems that require frequent changes in requirements to meet specific business objectives, consulting with program managers or external organizations, and ensuring the proper functioning and accountability of fiscal operations;

OR

32 quarter (21 semester) credit hours from an accredited institution in AccountingANDfive years of related accounting experience to include a) classifying,analyzing, and reconciling complex financial data and records; b) designing, recommending, and installing modifications of accounting methods, procedures, forms, and records; c) preparing audited financial statements and reports; d)analyzingand interpreting laws, regulations, codes, and ordinances to ensure the legality of financial transactions; and e)analyzingand interpreting complex accounts and account relationships resulting in accounting entries.

15 quarter (10 semester) graduate-level accounting credit hoursmay substitute for one year of the accounting experience. Graduate-level courses used to satisfy the educational requirementmay not be used to satisfy the experience requirement.

  • Governmental Fund Accounting:Knowledge of governmental fund accounting, including GAAP and GASB standards as applied to state and local governments.

  • Oregon K-12 Fiscal Experience:Experience working with Oregon K-12 school districts, education service districts (ESDs), or charter schools, particularly in a fiscal or business office capacity.

  • Financial Systems and Reporting:Expertisein financial systems, data reconciliation, and financial reporting, including experience reviewing submissions for accuracy and compliance.

  • Technical Assistance and Training:Experience providing technicalassistance, training, or consultation to external partners on complex accounting or fiscal topics.

  • Data and Reporting Tools:Proficiencyin Excel, Power BI, or equivalent data and reporting tools.
