The Implementation Services Program organization is structured to oversee the successful award and deployment of services and programs, with a focus on both general implementation programs and specialized optical programs.

Reporting to the Senior Vice President this role provides strategic oversight for the entire Implementation Vertical, ensuring alignment with organizational goals, resource allocation, and executive-level stakeholder management.  Orchestrate the multiple related programs and projects to achieve corporate strategic goals, ensuring that the programs and projects mutually benefit employees, the corporation, and mission success of our customers.


  • Strategic Leadership:
    • Develop and execute the strategic vision for the Implementation Vertical in alignment with company objectives.
    • Define key performance indicators (KPIs) for implementation success, such as project completion rates, client satisfaction, and budget adherence.
    • Collaborate with SVP to integrate implementation strategies with broader business goals.
    • Work closely with BD to identify, select, position for, and capture new business opportunities, support RFP response efforts for those new business opportunities.
    • Ensure Contract recompete efforts are prepared by monitoring contract performance and aligning external resources for the efforts and supporting RFP responses.
    • Resource Management:
    • Oversee budgeting, staffing, and resource allocation across the Implementation Vertical to meet target success metrics.
    • Reports progress on success metrics and other financial, staffing, and program milestones to SVP.
    • Oversees and tracks overall Upsides/Downsides for risks/opportunities to programs
    • Ensure cross-functional collaboration with other departments (e.g., BD / Capture, Finance, and other verticals within the By Light enterprise).
    • Oversee deconfliction of implementation planning and field services resources for contracts execution)
  • Stakeholder Engagement:
    • Act as the primary point of contact for executive-level customers and partners during program lifecycle.
    • Negotiate contracts and manage customer relationships to support implementation activities, e.g. new business opportunities, recompetes, and on-contract growth.
    • Team Leadership:
    • Directly supervise the Vice President of Implementation Program Management and Vice President of Implementation Operations.
    • Foster a culture of accountability, innovation, and continuous improvement within the vertical.
  • Performance Oversight:
    • Manage Global Implementation Financial Portfolio to ensure the portfolio is meeting/exceeding Corporate and Vertical strategy and goals. 
    • When impacts to the portfolio occur make corrections and report progress
    • Monitor and evaluate the performance of implementation programs and optical initiatives;  direct actions for contract performance corrections and improvements
    • Implement risk management strategies to mitigate project delays or failures.  Engage with customers for proactive, and reactive responses for performance issues when necessary.
  • Key Deliverables:
    • Bi-Monthly Project Management Reports
    • Annual strategic plan for the Implementation Vertical.
    • Quarterly performance reports on implementation metrics.
    • Cross-departmental alignment plans to support implementation goals.
  • Work Environment:
    • Professional office and customersite environments.
    • Frequent interaction with government stakeholders, technical teams, and executive leadership.
    • Occasional travel to customer locations, engineering sites, and program reviews.

  • 10+ years of Implementation Program Management experience.
  • Demonstrated expertise in optical transport systems, IP networking, and largescale infrastructure programs.
  • Experience supporting DoD agencies, particularly DISA, USCYBERCOM, or similar mission partners.
  • Proven success leading multidisciplinary implementation / engineering teams and complex technical programs.
  • Strong understanding of program management principles, risk management, and performance tracking.
  • Excellent communication skills with the ability to brief senior leadership and government stakeholders.
  • Ability to manage multiple concurrent programs in a fastpaced, missiondriven environment.

  • Active DoD security clearance or the ability to obtain and maintain one.
  • Travel Requirement: 10% - 30%

Salary Minimum: $160,000

Salary Maximum: $225,000

The annual base salary provided is a guideline for this position and is not a guarantee of compensation or salary.
