Job description

IT Manager
Silver Spring, MD | Full-Time | $85,000–$90,000

Who We Are:
Santé Group Companies prides itself in being a leader in community-based behavioral and mental health services. Our track record of innovation and growth reflects our ability to deliver diverse and highly individualized services. We have a passion for providing empathetic and potentially life-saving care to help individuals heal, recover, and thrive, as well as live their lives in a manner that allows them to fully integrate in the community. The Santé Group aspires to create an organization that places value on collaboration, innovation, creativity, and inclusiveness. To achieve this success, it is essential that all members of our organization feel secure, welcome, and respected. All members of our organization have a responsibility to uphold these values.

What We're Looking For:
Santé is seeking an IT Manager responsible for the overall planning, organizing, execution and maintenance of all information technology functions for Santé Group. First and foremost, this is a leadership role: the right candidate is a proven people manager and project leader who also brings hands-on technical depth. This position is a working manager's position — you will direct a team, own budgets, and drive projects while staying personally hands-on with the infrastructure that supports our life-saving work across multiple offices and growing.

What You'll Do:

Team Leadership & People Management

  • Supervise and manage a technology team of 3-4 staff members, with full responsibility for the direction, coordination, and evaluation of IT services.
  • Carry out supervisory responsibilities in accordance with organizational policies, accreditation requirements, and applicable laws — including interviewing, hiring, training, planning and assigning work, appraising performance, rewarding and disciplining, and resolving complaints and problems.
  • Develop your team through coaching, task and project assignment, and performance management.

Project & Budget Management

  • Lead IT projects end to end — system upgrades, new implementations, and site expansions — including planning, execution, and cross-functional coordination.
  • Develop and own IT budgets; provide cost-effective recommendations to leadership.
  • Manage relationships with IT vendors, telecom partners, and managed service providers, including contract and cost negotiations.

IT Operations & Infrastructure

  • Oversee IT systems across Santé programs and administration offices (18 offices and growing).
  • Manage Microsoft-based infrastructure including Microsoft 365, Azure AD/Entra ID, SharePoint, OneDrive, Teams, Exchange, and Intune.
  • Ensure secure network connectivity across sites, including firewalls, VPNs, wireless access points, and ISP coordination.
  • Manage hardware lifecycle for laptops, desktops, tablets, mobile devices, printers, and peripherals.
  • Maintain system uptime, backups, disaster recovery, and business continuity protocols.
  • Provide responsive helpdesk escalation support and coordinate external contractors.

Microsoft 365 & Workflow Optimization

  • Serve as system owner for Microsoft 365 tenant administration for the organizations.
  • Design and maintain SharePoint sites, document libraries, permissions, and retention policies.
  • Develop automated workflows using Power Automate and Forms to streamline onboarding, compliance, incident reporting, HR requests, and internal approvals.
  • Train staff on Microsoft tools to improve efficiency, collaboration, and data integrity.

Program Support

  • Ensure role-based access, security controls, and system workflows align with HIPAA, Medicaid, and licensing requirements.
  • Partner with Program Leadership, HR, Finance and other stakeholders to support technology documentation, invoicing and billing accuracy, and audit readiness.
  • Support the Data Team with EHR vendors for system configuration, troubleshooting, and enhancements.

Security, Compliance & Risk Management

  • Implement cybersecurity best practices including MFA, endpoint protection, encryption, and phishing prevention.
  • Ensure HIPAA-compliant data handling, secure remote access, and audit readiness.
  • Develop and maintain IT policies, procedures, acceptable use standards, and incident response plans.
  • Conduct periodic risk assessments and vulnerability reviews.

Collaboration & Continuity

  • Translate technical concepts into plain language for non-technical users.
  • Collaborate closely with the RCF IT Manager on shared or integrated infrastructure, security standards, system interoperability, and technology best practices where appropriate.
  • Coordinate coverage, cross-support, and continuity planning with Santé IT leadership to ensure operational stability during transitions, outages, or peak operational needs, when feasible.
  • Participate in joint planning discussions related to shared systems, vendors, cybersecurity posture, and long-term infrastructure strategy.
  • Stay current on healthcare and nonprofit technology trends.
  • Perform other related duties as assigned.

What We Require:
Completed bachelor's degree in information technology, Computer Science, or a related field from an accredited college or university, AND six plus (6+) years' related experience in technical operations management — including demonstrated experience managing a team, owning budgets, and leading projects.

Key technical competencies include:

  • Advanced Microsoft 365 and Entra ID administration, including identity, access, and security controls
  • Windows Server and Active Directory management, including hybrid integrations
  • Installation, configuration, maintenance, and troubleshooting of Microsoft Windows server and client environments
  • Networking fundamentals, including TCP/IP, firewalls, VPNs, and secure remote access
  • Experience with virtualization and client/server architecture
  • Support and administration of internet and intranet technologies
  • Experience supporting Electronic Medical Records (EMR/EHR) systems in production environments
  • Knowledge of HIPAA security and data privacy standards and their application to healthcare IT systems
  • Project management experience, including planning, execution, and coordination of complex IT initiatives

Preferred qualifications:

  • Microsoft 365 Administrator or Azure Administrator certification
  • CompTIA Security+ or equivalent security certification
  • HIPAA or Healthcare IT-related certification
  • ITIL Foundation certification

Must be able to work individually as well as within a team, multi-task, and communicate effectively with diverse consumers. Must display sound judgment, initiative, flexibility, and strong attention to detail. This role supports all Company offices and may require up to 50% travel. The employee must have access to a vehicle for business purposes, possess a valid Driver's License with proof of current automobile insurance, and may not have more than three (3) points on their driving record.

What You'll Get:
