Overview

We are currently recruiting for a Customer Service Liaison-Program Manager to spearhead our initiatives under the IMCOM G9 Technology Services' project. This pivotal role involves leading efforts in cybersecurity engineering and IT project management, with a particular emphasis on the Risk Management Framework (RMF). The position plays a crucial part in supporting the Family, Morale, Welfare, and Recreation (FMWR) mission, a key component in maintaining the welfare of Soldiers and Families across numerous garrisons and FMWR facilities. As a Customer Service Liaison-Program Manager, you will be tasked with comprehensive management and oversight of various IT projects. This includes ensuring that all activities are in strict alignment with the requirements of the FUNDS IT systems. A significant aspect of your role will be to ensure full compliance with government standards and policies, particularly those related to cybersecurity and the Risk Management Framework. You will serve as the principal point of contact and communication between the project team and government representatives, ensuring that all aspects of the project align with the strategic objectives of IMCOM G9. Your role involves managing, coordinating, and supervising a range of functions from technical support to project execution, maintaining the highest standards of quality and efficiency.

This position demands a high level of expertise in IT project management, particularly in environments that require adherence to strict cybersecurity protocols and compliance frameworks. Your leadership will be instrumental in driving the project to successful completion, upholding the mission to support Soldiers and their Families effectively.

Responsibilities

RESPONSIBILITIES

  • Accountable for end-to-end management of cybersecurity and IT projects within an Agile framework, ensuring alignment with RMF and other compliance frameworks.
  • Manages IT project milestones and expectations
  • Creates functional and technical documentation
  • Ensures project disciplines are followed
  • Oversees fiscal, operational, administrative, and human resources aspects of the project.
  • Serves as the primary liaison and point of escalation between the Contractor and Government entities, including issue resolution and contractual discussions.
  • Coordinates and leads Agile ceremonies and ensures effective communication with all stakeholders, including the Contracting Officer and Contracting Officer’s Representative.
  • Ensures strict adherence to the contract's requirements, focusing on Agile compliance and alignment with organizational objectives.
  • Manages project deliverables, performance metrics, and reporting as per contract specifications.

REQUIRED QUALIFICATIONS

  • 5 years’ experience in Risk Management Framework (RMF) in complex network and systems environments
  • Extensive knowledge of policies, directives, and regulatory guidance in the cybersecurity field
  • Program Management Professional (PMP)
  • DoD Cyberspace Workforce qualification requirement: Intermediate, as defined by DoDM 8140.03
  • Knowledge and experience with technologies such as cloud computing environments, cybersecurity infrastructure, forensic analytics, and DoD Public Key Infrastructure

DESIRED QUALIFICATIONS

  • Advanced understanding and practical experience in implementing and managing the RMF and FISMA processes, particularly in complex networks and systems environments
  • Demonstrated ability to translate security policies, implementation guidance, and requirements into effective cybersecurity engineering solutions
  • Experience with IT project management in a government or military setting with an emphasis on cybersecurity and compliance projects
  • Experience in developing and managing Plan of Action & Milestones (POA&M) and familiarity with RMF workflow tools like Enterprise Mission Assurance Support Service (eMASS)
  • Strong project management skills, ideally validated by an advanced project management certification such as PMP (Project Management Professional)
