Job description

ICF is currently seeking an hourly Medical Subject Matter Expert (SME) to support project needs or concerns related to child and family medical care for families and children detained or in a facility placement related to their immigration status. Specifically, this role will support staff training activities as well as the inspection process for family and adult residential centers and short and long-stay juvenile facilities to assure compliance with ICE residential/detention standards of care. As a Medical SME you will apply your knowledge and experience to support the project team tasked with training, technical assistance, compliance, and programmatic support for the Juvenile Family Management Division (JFMD). JFMD is a dedicated, high-level operational unit within ICE created to manage issues related to noncitizen minors, young adults, and families. JFMD supports ICE's mission to enforce the nation's immigration laws by developing policies, tools, training, and other materials sensitive to the various vulnerabilities and needs of this population through coordination with federal partners, while focusing on the best interests of the children, young adults, and families. Included in this role is administering an independent compliance program that inspects family residential centers and short/long stay juvenile facilities.

This role may involve travel to inspection sites - TBD.

Approximately 24-32 hours per month (sometimes monthly 3 day inspections with travel) - subject to change. Looking for flexibility due to variability of the need or the potential to share the role with multiple qualified individuals if needed. Travel to Texas is required.

Key Responsibilities

  • Provide subject matter specific advice and expertise to the JFMD project as part of preauthorized hours.

  • Support any facility trend analysis related to medical and health standards as requested.

  • When onsite as part of an inspection team, report serious compliance issues or events relating to life or safety issues immediately to the inspection lead.

  • Conduct subject matter specific inspections as authorized by the COR and directed by the ICF project lead, either in person or virtually.

  • Provide technical assistance to accomplish JFMD's goals for child and family service programs as part of preauthorized hours.

  • Prepare briefings (PowerPoint format) of compliance reviews, as requested as part of preauthorized hours.

  • Develop, review and update JFMD resources, examples include handbooks, policies, and procedures as requested as part of preauthorized hours.

  • Assist with providing monthly and annual compliance reports, as requested by the ICF project lead using a format provided by the lead.

  • Provide special reports as requested by the ICF project lead.

  • Provide recommendations on improving the JFMD inspection and TTA process as requested by the ICF project lead.

  • Provide recommendations on improving and project related process related to training or the inspection process related to medical/health services to the ICF project lead.

  • Develop, review, and update inspection tools for programs as requested by the ICF project lead.

Basic Qualifications

  • Master's degree in public health, or related field and at least 10 years of experience providing medical health services to various populations including adolescents and children.

Preferred Qualifications/Skills

  • Knowledge of migrant/refugee issues, particularly related to migrant families and unaccompanied children.

  • Prior work experience in a consulting environment.
