Description
Otter Tail County is now accepting applications for a full-time Assistant Director position with Health and Human Services.
The purpose of this position is to provide administrative leadership and supervision to Health and Human Services staff and supervisors; develop and implement quality improvement initiatives and performance management activities; direct the planning, implementation, and evaluation of Health and Human Services programs; support accreditation, certification, and continuous quality improvement activities required by state and federal laws, regulations, and applicable program standards; develop, recommend, and manage budgets for multiple programs; develop, administer, and monitor contracts; interpret laws, rules, regulations, and policies; prepare reports and evaluate programs for efficiency, effectiveness, and compliance; support strategic planning and organizational development efforts; coordinate services and initiatives across divisions, departments, and community partners; lead the implementation of technology and process improvement initiatives; support emergency preparedness and response activities; and act on behalf of the Health and Human Services Director in the Director's absence.

Examples of Duties
- Provide administrative leadership to assigned staff and program supervisors, establishing clarity regarding vision, mission, role definition, and individual responsibilities; modeling and coaching desired behaviors and leadership skills; planning and providing training and development opportunities; supervising, directing, and evaluating performance; and addressing employee concerns and personnel matters through coaching corrective action, disciplinary process, and other performance management activities.
- Collaborate with the Health and Human Services Director to carry out the operations, operational decision-making, and implementation of the Health and Human Services Department to ensure the delivery of effective, efficient, and integrated services. Foster coordination, collaboration, and alignment among teams within Health and Human Services, across the Health and Wellness Team, and with other County departments. Support strategic planning and organizational development efforts.
- Actively develop, maintain, and strengthen relationships with community partners, service providers, stakeholders, and governmental entities through ongoing communication, collaboration, problem-solving, and facilitation. Serve as a liaison to address concerns, resolve conflicts, build consensus, and promote productive partnerships that advance departmental and county goals.
- Develop, direct, implement, and evaluate Health and Human Service-related programs, in concert with, and in the absence of, the Health and Human Services Director. Prepare reports and evaluate programs for efficiency, effectiveness, and compliance.
- Establish policies, procedures, goals, objectives, and standards in accordance with program / grant rules, regulations, and guidelines. Lead and/or support quality and process improvement activities.
- Develop, negotiate, and administer contracts to purchase or provide services.
- Represent the County at community and provider meetings, state and local government meetings, and hearings, including Statewide professional organizations.
- Draft, recommend, and manage budgets for multiple programs.
- Lead departmental work on implementation and ongoing use of technology and electronic documentation systems; act as a representative on associated workgroups.
- Offer leadership and support for Health and Wellness Team (Probation, Public Health, Veterans, and Extension) multi-disciplinary initiatives.
- May assist with duties and responsibilities as outlined in the County Emergency Operations Plan and Continuity of Operations Plan.
- Perform other duties as assigned.
Minimum Qualifications
- Bachelor's degree or higher in social work, psychology, nursing, public health, community health, administration or related field
- Five years of experience in a public health or human services setting
- Two years of supervisory or leadership experience
- Valid Driver's License
Supplemental Information
This position is regularly scheduled to work 40 hours per week, Monday-Friday, 8:00-4:30 p.m. with occasional consultation phone calls on evenings and weekends. The 2026 starting salary for this position is $94,245 annually, depending on qualifications, with advancement to $141,315.
