Position Summary

We are seeking a detail-oriented and people-focused Human Resource Specialist to support HR operations across our West Region. In this role, you will lead and coordinate high-volume onboarding initiatives for both craft and professional employees, manage employee documentation, support Leaves of Absence, ensure compliance, and provide day-to-day HR support. The ideal candidate has experience successfully onboarding 20+ craft and professional hires on a recurring basis while maintaining exceptional accuracy, compliance, and employee experience in a fast-paced, field-driven environment.

Location: Portland, OR
Travel Required: Regional travel for orientations & training


Responsibilities

Onboarding & Orientation

  • Lead new hire orientation for craft and professional employees across the West Region.
  • Manage and facilitate high-volume onboarding programs, regularly onboarding classes of 20+ craft and professional employees while ensuring a positive and compliant employee experience.
  • Prepare and distribute onboarding materials and new hire documentation.
  • Coordinate background checks, drug screens, employment verifications, and onboarding requirements.
  • Process hires in iCIMS, UKG, and JD Edwards and communicate with all applicable stakeholders.
  • Ensure timely completion of onboarding milestones, compliance documentation, and system entries for large hiring groups.
  • Travel to regional sites to conduct HR training and orientation.

Leaves of Absence (LOA)

  • Serve as the primary contact for FMLA, CFRA, disability, workers’ comp, and personal leaves
  • Provide required forms, track leave timelines, and manage returntowork processes
  • Update HR systems and communicate status changes to managers and payroll

Compliance & Documentation

  • Manage I9 verification and retention for all new hires
  • Monitor subcontractor compliance with client I9 requirements
  • Maintain accurate and confidential employee files
  • Manage required postings for all regional sites.

HR & Employee Support

  • Process W4 updates, personnel change forms, address changes, transfers, and step increases
  • Manage WRHR inbox inquiries and employee requests
  • Coordinate contingent worker setup and assignment management with internal teams
  • Ability to maintain strict confidentiality and ensure the security of sensitive employee information
  • Proficient in software programs including Word, Excel, PowerPoint, and HRIS (iCIMS, UKG, JDE preferred)
  • Strong written, verbal communication, time management, and attention to detail
  • A valid driver's license
  • Ability to lift at least 20 lbs

Qualifications

Educational Background:

  • Bachelor’s degree in Human Resources Management, Business, or equivalent experience
  • SHRM-CP preferred 

Years of Relevant Experience:

  • 2 - 4 years of progressive experience in Human resources or a business operations-related field 
  • Proven experience leading high-volume onboarding efforts involving 20 or more craft and professional hires per onboarding cycle, orientation session, or hiring wave, with responsibility for compliance, documentation, HRIS entry, and stakeholder communication.
  • Experience supporting field-based, construction, utilities, industrial, manufacturing, or similarly fast-paced workforce environments preferred.
  • Proven ability to manage multiple onboarding timelines while ensuring accuracy, compliance, and excellent customer service.

Wage Range:

  • $25.19 - $37.79 hourly / DOE
