SUPERVISES: Senior Program Directors, Program Directors, Program Coordinators, and assigned program staff across all residential and housing program sites

SCOPE
Provide executive-level leadership, strategic direction, and operational oversight for the full portfolio of Gulfstream Goodwill Industries' (GGI) residential and community programs. On the residential side, this includes Permanent Supportive Housing (PSH), Rapid Re-Housing (RRH), Youth Homeless Demonstration Program (YHDP) projects, Affordable Housing, and supportive services for adults and youth. On the community side, this includes Adult Day Training (ADT) and related community-based programming for participants with disabilities and other barriers. Serving as the senior leader below the Chief of Staff, the Divisional Director directs multiple programs and program directors across sites, ensures division-wide compliance with HUD, Continuum of Care (CoC), SHIP, APD, Qlarant, CARF, Non-Profits First, and other federal, state, and local funding and accreditation requirements, and drives performance, fiscal accountability, and continuous quality improvement. This role translates executive strategic vision into consistent, high-quality service delivery across the division and fosters a trauma-informed, person-centered culture dedicated to ending homelessness and maximizing the independence of the participants GGI serves.
ESSENTIAL FUNCTIONS
- Provide leadership and oversight for all housing and homeless residential programs within the division, including PSH, RRH, YHDP, Affordable Housing, and supportive services. Ensure programming, policies, and practices are consistent and aligned across all program sites.
- Direct and support Senior Program Directors, Program Directors, and Program Coordinators; establish division-wide goals, standards, and performance expectations, and hold program leadership accountable for outcomes, compliance, and service quality.
- Serve as the division's senior authority on HUD, CoC, SHIP, ESG, and YHDP compliance. Oversee preparation for annual monitoring visits, funder audits, and accreditation reviews, and ensure timely resolution of findings and completion of any Plans of Correction.
- Oversee accurate and timely data entry, reporting, and performance monitoring within the Homeless Management Information System (HMIS) and other required databases across all programs. Ensure the division meets funder performance targets, System Performance Measures, and CoC outcome benchmarks.
- Provide fiscal leadership for the division. Develop, monitor, and manage program budgets in partnership with the Chief of Staff, the Senior Program Director of Homeless Residential, and Finance; track grant expenditures and spending pace; review and investigate variances; and ensure financial accountability, match compliance, and appropriate use of restricted funds across all grants.
- Lead and support GGI's HUD CoC grant renewal, new project, and reallocation applications in coordination with the Senior Program Director of Homeless Residential Services and grants staff, including e-snaps and SAMIS submissions, GIW verification, and NOFO compliance for the FL-605 (Palm Beach County) competition.
- Develop, implement, and standardize policies, procedures, and best practices across the division to improve housing retention, service delivery, and program outcomes. Establish standard operating procedures for new and expanding programs.
- Build and maintain strategic partnerships with public housing authorities, landlords, government agencies, behavioral health providers, MOU partners, funders, and community coalitions to expand housing opportunities and strengthen the coordinated response to homelessness. Represent GGI at community coalitions, CoC governance, advocacy groups, and public meetings.
- Ensure effective operation of Coordinated Entry participation, case conferencing, and interdisciplinary coordination across programs so that participants are placed, housed, and supported in accordance with funder and program requirements.
- Provide crisis management and problem-solving leadership. Anticipate, prevent, and resolve escalated issues involving participants, staff, referral agencies, and funders, and maintain positive, solutions-focused working relationships.
- Interview, select, recommend for hire, train, supervise, and evaluate assigned leadership staff. Provide coaching, mentoring, and professional development; initiate personnel actions including promotions, transfers, and disciplinary measures; and partner with Human Resources on personnel matters. Determine current and future staffing levels and ensure staffing ratios meet budgetary and regulatory requirements.
- Oversee division-wide quality assurance, chart audits, and supervisory reviews to ensure compliance with HUD, CoC, local government, and grant regulations, and to promote continuous quality improvement.
- Prepare and submit required monthly, quarterly, and annual program and management reports. Provide leadership, senior staff, and the Board with data, statistics, and narrative on division performance as requested.
- Partner with the Development and Grants departments to identify funding opportunities and secure resources that enhance and expand housing programs. Provide program data, logic models, outcome metrics, and service delivery detail needed for new and existing funding.
- Provide leadership and oversight for the division's community services, including Adult Day Training (ADT) programming. Ensure ADT programming is consistent across service locations and that the scheduling of program activities is appropriate for participants and contributes to the development of independent living skills and job readiness, based on individual preferences and needs.
- Oversee compliance and accreditation for community programs, serving as the division's lead for the Agency for Persons with Disabilities (APD), Qlarant, CARF, Non-Profits First, and County audits and reviews. Ensure programs are prepared for and maintain compliance with all corresponding site visits and monitoring, assume the lead role in accreditation processes, and ensure timely resolution of any findings and completion of Plans of Correction.
- Ensure all programs are prepared for and maintain compliance with all site visits, monitoring, and internal and external audits required by federal, state, and local departments and other funders.
- Assist the CEO and Chief of Staff with special projects, strategic initiatives, and other duties as assigned.

Requirements
KNOWLEDGE AND SKILLS
23. Bachelor's degree in social work, Human Services, Mental Health Counseling, Public Administration, Business Administration, Nonprofit Management, or a related field required; Master's degree preferred. Relevant work experience may be substituted on a year-for-year basis in lieu of a degree.
24. Minimum 7 years of progressively responsible experience in housing, justice services, community-based programs, or related social services, including significant leadership and program management experience; multi-program or multi-site oversight strongly preferred.
25. Demonstrated experience managing federally and state funded programs (HUD CoC, ESG, YHDP, Affordable Housing, DOJ, DOC, Medicaid, or similar), including grant compliance, budgeting, and funder reporting.
26. Strong working knowledge of Housing First, harm reduction, and trauma-informed care approaches, and of fair housing laws, landlord engagement, and tenant rights.
27. Proven ability to lead, supervise, and develop directors and program teams and to hold staff accountable for performance and outcomes.
28. Proficiency with Homeless Management Information Systems (HMIS), data analysis, and performance tracking.
29. Excellent leadership, budgeting, communication, problem-solving, and decision-making skills, with the ability to build and maintain partnerships with diverse stakeholders.
30. Organized and detail-oriented with the ability to multi-task, set priorities, and manage competing deadlines across programs.
31. Working knowledge of Adult Day Training and community-based disability services, including APD, Qlarant, CARF, and Non-Profits First standards and accreditation requirements.
32. Must have a valid Florida driver's license, valid insurance, reliable transportation for travel to program sites, and the ability to be insured under the company's vehicle insurance policy.
