Location: Glenwood Springs, Colorado (onsite - this is not a remote position)

Pay Range: Hiring/Starting pay range is $31.67 - $36.02/hourly, based on experience.

Position Purpose:

The Procurement Specialist is responsible for executing procurement activities in accordance with RFTA and Federal Transit Administration (FTA) policies and procedures. This includes sourcing suppliers, preparing, developing, and negotiating contracts, and ensuring timely delivery of goods and services to meet organizational needs.

Essential Duties/Responsibilities:

The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all-inclusive.

Sourcing & Supplier Management

  • Lead procurement activities to identify and evaluate potential suppliers based on low bid or established evaluation criteria.

  • Maintain supplier relationships and resolve supplier-related issues.

Procurement Operations

  • Review requisitions for completeness and adherence to requirements.

  • Manage solicitations activities including bids, request for proposals, amendments, request for quotes in accordance with RFTA procurement policies.

  • Lead pre-bid meetings, attend site visits, bid openings, and evaluation committees.

  • Maintain procurement records and documentation from initial solicitation to closeout.

Contracting & Negotiation

  • Prepare and review of contracts and purchase agreements.

  • Negotiate pricing, terms, and conditions with suppliers.

Compliance & Policy

  • Ensure procurement activities comply with RFTA policies and applicable regulations.

  • Support internal and external audits and ensure appropriate documentation is maintained.

  • Monitor and maintain awareness of legislative and regulatory developments.

Collaboration & Communication

  • Collaborate with internal departments to understand purchasing needs and specifications.

  • Provide updates on procurement status to grant partners, internal customers, and local partners.

Training and Process Improvement

  • Provides guidance to staff on procurement policies and procedures.

  • Participates in updates to procurement procedures and templates to improve efficiency and compliance.

  • Assists in maintaining and improving procurement systems, tools, and reporting capabilities.

Other Duties

  • Perform other duties as assigned.

Knowledge, Skills, and Abilities:

  • Knowledge of procurement procedures, FTA regulations, and sourcing strategies.

  • Strong analytical, critical thinking and organizational skills.

  • Proficiency with ERP systems (e.g., Workday, SAP, Oracle) and Microsoft Office Suite.

  • Ability to manage multiple tasks and priorities.

  • Strong written and verbal communication skills.

  • Valid Colorado Driver's License required.

Qualifications:

Education

  • Two (2) years of college coursework/Associates Degree and at least three (3) years progressive public sector procurement experience required.

  • Bachelor's degree in Business Administration, Public Administration, Procurement, or a related field preferred.

Certifications

  • Preferred: CPPB, CPP, CPSM, CPIM or related.

Experience

  • 2-4 years of experience in procurement or purchasing.

Working Conditions:

Works in a normal office environment where moderate physical activity is required. While the duties and responsibilities of the job require eight (8) hours per day at a minimum, Monday through Friday, the incumbent will be required to adjust his or her work hours day-to-day, week-to-week, and/or incident-by-incident, based on the procurement needs and demands.
