Position Summary:
Applied Training Solutions, LLC is seeking an experienced Table Scribe to support HSEEP-compliant state exercises. The Table Scribe is responsible for accurately documenting participant discussions, decisions, actions, and issues at assigned tables or functional groups during seminars, workshops, and tabletop exercises. This role supports evaluation and after-action reporting efforts by capturing objective, detailed notes aligned with exercise objectives and core capabilities in accordance with the Homeland Security Exercise and Evaluation Program (HSEEP). The Table Scribe works closely with Table Facilitators, Evaluators, and exercise staff to ensure complete and accurate documentation.
Responsibilities:
  • Serve as a Table Scribe for seminars, workshops, and tabletop exercises conducted in accordance with HSEEP doctrine
  • Accurately document participant discussions, decisions, actions, and identified issues at assigned tables or functional groups
  • Capture discussion content aligned to exercise objectives, core capabilities, and scenario play
  • Record notable strengths, gaps, challenges, and discussion themes for evaluator use
  • Coordinate closely with Table Facilitators to ensure key discussion points and decisions are captured
  • Maintain situational awareness of scenario flow and discussion progression
  • Provide clear, organized notes to support Evaluators and after-action reporting efforts
  • Participate in hot washes and after-action discussions as required
  • Maintain accurate logs, notes, and records to support After-Action Reports (AARs) and Improvement Plans (IPs)
  • Ensure documentation is objective, factual, and free of personal opinion
  • Maintain professionalism, discretion, and confidentiality throughout the exercise process
Basic Qualifications:
  • Demonstrated experience participating in emergency management exercises or operational environments
  • Strong note-taking, documentation, and organizational skills
  • Ability to actively listen and accurately capture complex discussions
  • Strong written communication skills
  • Ability to work effectively in a fast-paced, discussion-based exercise environment
  • Familiarity with Homeland Security Exercise and Evaluation Program (HSEEP)
  • Must be a U.S. citizen
Preferred Qualifications:
  • 1+ years of experience in emergency management, preparedness, planning, or administrative support roles
  • FEMA HSEEP training (e.g., IS-120, IS-130, IS-139, or equivalent)
  • Experience supporting multi-agency or multi-jurisdictional exercises

Performance Location: On-site while on assignment (various locations within the Commonwealth of Virginia)

Travel Required: Yes - up to 100% while on assignment
Working Environment:
The work environment will include conference facilities, training venues, or Emergency Operations Center (EOC) environments depending on assignment. The position may require extended work hours beyond 12 hours per day, working under high operational tempo, and travel to locations throughout the Commonwealth of Virginia.
