Requirement: US Courts - Financial Policy Writer
Job Description:
Forge is seeking a Senior Specialist / Financial Policy Writer to support the Administrative Office of the US Courts (AOUSC) in the Financial Management Office (FMO) Cash and Debt Management (CDM) Branch - to assist with developing a comprehensive Judiciary-wide debt management policy and supporting operational framework. This position is contingent on the award of the contract and the grant of funding.
Key Responsibilities: Key responsibilities of the candidate will be (but aren't limited to):
  • Draft and edit the Judiciary-wide debt management policy
  • Develop and standardize Standard Operating Procedures (SOPs) •
  • Ensure all documentation complies with: Federal Plain Language Guidelines • Judiciary writing standards • Applicable federal financial management policies
  • Translate complex financial, operational, and regulatory requirements into clear, user-friendly documentation
  • Support the development of training materials and user guidance
  • Participate in stakeholder interviews and incorporate feedback into documentation •
  • Ensure consistency across all deliverable SPECIFIC TASKS.
  • Current-State Assessment: review existing policies, procedures, internal controls, reporting, and systems used by CDM to identify operational gaps. Validate and identify gaps and provide a report of the Current-State Assessment.
  • Policy Development Support: assist the Government in developing a Judiciary-wide non-employee debt management policy that aligns with applicable federal statutes, Treasury requirements, the Debt Collection Improvement Act (DCIA), and OMB Circular A-129. The policy shall address governance, roles and responsibilities, debt referral requirements, internal controls, reporting requirements, and compliance expectations. •
  • Standard Operating Procedures (SOPs): Develop new and update existing SOPs, which shall include, at a minimum, step-by-step processes, workflows, and roles and responsibilities.
  • Operational Improvements and Automation Opportunities: Evaluate systems and identify opportunities to improve efficiency and automate processes. The Contractor shall provide a report on the analyses and recommendations.
  • Training Development and Implementation Support: Develop training materials and implementation guidance for AO personnel, based on the final policy, SOPs, and operational improvement recommendations. Training materials may include presentation slides, user guides, job aids, reference materials, and other supporting documentation necessary to facilitate implementation. The Contractor shall also assist in developing communication and training materials to be provided to the Courts.
  • Project Management and Status Reporting: Develop and maintain a project management plan and schedule that identifies key milestones, deliverables, dependencies, risks, and planned activities. Project Objectives: • Develop a comprehensive debt management policy compliant with federal standards and Treasury requirements. • Establish a governance framework defining roles, responsibilities, and accountability for debt management activities across the Judiciary. • Standardize procedures for managing delinquent debt to promote consistency, efficiency, and compliance. • Assess existing systems and workflows used in debt management operations and identify opportunities for improvement. • Identify potential automation opportunities and operational enhancements. • Develop training materials and guidance to support implementation of the new policy and procedures.

Qualifications/Requirements:
The Candidate must have the ability to think strategically, act tactically, and display strong analytical and critical thinking skills. They must also build strong cross-group working relationships and demonstrate exceptional organizational skills and attention to detail. The Candidate must be able to thrive and succeed in an entrepreneurial environment and not be hindered by ambiguity or competing priorities.
Minimum Qualifications:
  • US Citizen
  • Bachelor's degree in English, Communications, Public Policy, Business, or related field.
  • Minimum of 7 years of experience in technical writing, with at least 3 years supporting Federal Government clients
  • Strong editing, formatting, and document control skills
  • Demonstrated experience developing: policy documents, SOPs, and Process documentation
