Job description

Coho Consulting Group is seeking a HR Staffing Specialist to join our team of HR Specialists supporting the Washington Headquarters Services (WHS), Human Resources Directorate, Personnel Services Division (PSD). PSD provides a wide range of consolidated human resources management program functions, specialized technical assistance, common technical services, database administration for various automation initiatives and centralized processing for various DoD agencies and offices located in the National Capital Region and for their respective field activities.
The role provides WHS/HRD staffing services to include: staffing (e.g., participate in strategic recruitment discussions; create assessments and vacancy announcements, build case files, post job announcement, document qualification determinations, create certificate list, provide applicant notifications, offer positions, receive applicant documentation and review for accuracy, upload documents to USAS and other staffing tools, finalize the offer, assess hiring-related requests (e.g., recruitment bonus, student loan repayment, superior qualifications appointment, etc.) and waivers (e.g., 180-day waiver, reemployed annuitant, etc.) in accordance with Federal, DoD, and agency rules, laws, regulations, guidelines, and processes. Additional staffing services can include, which include lateral assignment, merit promotion, direct hire, delegated examining, Pathways, non-competitive appointments, to include Schedule A and all associated administrative tasks. In addition, the Contractor shall provide assistance and/or support with all recruitment and staffing procedures and processes.
Must be well versed in all applicable laws, regulations, policies, guidance, and case law and utilize existing HR systems such as DCPDS and USA Staffing (USAS) to perform many of the duties. This position is onsite at the Mark Center in Alexandria, VA full-time.
Responsibilities (include but are not limited to):
  • Perform staffing specialist duties that support a 60-day Time-to-Hire (TTH) model.
  • HR Staffing Specialist will be expected to maintain 25-30 active hiring actions in accordance with established time frames.
  • Specialists are expected to routinely update the TTH customer dashboard to communicate status and progress with each assigned RPA.
  • Review applicant submission packages for completeness and coordinate with the hiring manager, administrative officer, and/or HR point of contact to ensure all documentation has been received.
  • Perform all steps necessary to complete the vacancy announcement in USAS, including but not limited to:
    • Apply job analysis to prepare the draft vacancy announcement(s).
    • Consult with the hiring manager to finalize vacancy announcement(s).
    • Create case file(s).
    • Develop candidate assessment criteria by extracting skills or questions based on the duties of the position.
    • Consult with the hiring manager to finalize candidate assessment criteria for each grade level advertised.
    • Document the approved job analysis, duties, and selected skills/questions in the case file prior to advertising the vacancy announcement.
    • Post the vacancy announcement and monitor the number of applicants to assess the need, in consultation with the hiring manager to extend the announcement.
    • Track all applicants to the position after the close of the announcement.
  • Perform all steps necessary in reviewing applicants to eligibility and qualifications standards of the position, including but not limited to:
    • Review applicants against the area of consideration.
    • Review applicants against time-in-grade.
    • Review applicants based on the position's education requirements.
    • Review applicants based on the position's required licenses.
    • Review applicants against any selective placement factor (i.e., job-related KSAs essential for satisfactory performance on the job).
    • Verify applicants Veteran's preference.
    • Review applicants against the position's specialized experience.
    • Code each applicant based on review and final determination of qualifications.
    • Create certificate list and provide to the hiring manager.
  • Respond to specific employment inquiries that require integration of understanding of classification and/or staffing concepts to outcome of hiring actions received from the public, applicants to job announcements, customer hiring managers and administrative officers.
  • Provide support which will cover excepted (Title 5 and Title 10 and competitive service); GS-15 and below and equivalent positions (e.g., GG, AD, WG, etc.); professional and wage grade; multiple hiring authorities direct hire, non-Competitive, delegated examining, and merit promotion; up to 80 different occupational series.

Essential Job Requirements:

  • Education:
    • Bachelor or Associates degree in Human Resources Management or a degree in any of the following fields: Business Administration, Organizational Development, Human Resources Development, Organizational Psychology.
    • PHR (Professional in Human Resources) or SHRM-CP (SHRM Certified Professional) - preferred but not required.
  • Experience:
    • 2-5 years of experience, minimum of 2 years of experience in Federal Hiring/Staffing.
    • Proven administrative skills and experienced with HR automated systems.
    • Must have experience in DCPDS and USAS.
    • Excellent customer service
    • Excellent communication skills; written and oral
