About this Role:
The Business Analyst / Data Liaison supports enterprise data governance and modernization initiatives within a federal healthcare and defense environment.
This role serves as the bridge between mission stakeholders, governance leadership, and technical delivery teams. You will translate operational needs into structured, traceable requirements aligned to cybersecurity, privacy, and compliance mandates.
Key Responsibilities:
  1. Lead requirements elicitation sessions with clinical, operational, cybersecurity, and data stakeholders
  2. Translate governance policy into functional and technical requirements
  3. Develop and maintain BRDs, user stories, process flows, and traceability matrices
  4. Map business requirements to NIST 800-53, RMF, HIPAA, and DoD privacy controls
  5. Support enterprise data stewardship engagement and governance workflow alignment
  6. Conduct business process analysis and gap assessments across data domains
  7. Maintain end-to-end traceability from policy requirement through system deployment
  8. Support ATO documentation, compliance validation, and audit readiness efforts
  9. Participate in Agile ceremonies and coordinate backlog refinement with technical teams
  10. Facilitate cross-functional working groups to resolve governance and integration issues

Qualifications and Skills:
  1. 5-10+ years of experience as a Business Analyst, Data Analyst, or Liaison supporting DoD or federal healthcare environments
  2. Experience supporting enterprise IT or data modernization initiatives
  3. Strong understanding of federal cybersecurity and compliance frameworks (NIST 800-series, RMF, HIPAA)
  4. Experience developing structured requirements documentation in regulated environments
  5. Ability to translate policy and compliance requirements into operational workflows
  6. Strong written and verbal communication skills
  7. Experience operating in Agile or hybrid delivery environments
  8. Ability to obtain a Public Trust Clearance

Desired Skills and Competencies:
  1. Experience supporting Military Health System or large-scale federal healthcare modernization initiatives
  2. Experience designing for IL4/IL5 cloud-hosted applications
