Job Duties

VITA Supply Chain Management (SCM) is currently seeking an IT Contract Manager within the Statewide Sourcing and Category Management Directorate.
This key position reports to the Software and Other IT Solutions Category Manager and provides contract management within a portfolio of over 50 statewide contracts with over $350M in annual spend.
This position is essential to protecting and managing risk, improving contract value, and ensuring alignment between VITA's suppliers and the Commonwealth.
The IT Contract Manager will lead strategic planning initiatives for assigned VITA statewide software contracts, ensuring alignment with VITA's governance processes (i.e. PGR, COV Ramp, AI registry, etc.) to maintain compliance, mitigate risks, and support enterprise objectives.
The IT Contract Manager maintains a robust governance program for contract management while driving process improvement across contracts assigned to enhance efficiency and VITA oversight adherence.
This position monitors vendor performance in contracts to ensure continuous compliance and identify opportunities for strategic planning and process improvement.
This position delivers strategic planning support for upcoming high-risk procurements while exercising oversight to confirm that solicitations and contracts include appropriate requirements and risk mitigation measures that are designed for statewide use by both executive branch agencies and other public bodies.
The IT Contract Manager collaborates on assigned contracts with agency stakeholders to strengthen the overall program governance and advises on VITA governance and oversight protocols.
The IT Contract Manager is responsible for the day-to-day management of assigned VITA statewide software contracts, including negotiating modifications and remediating complex contractual issues.
The IT Contract Manager supports the Category Manager with supplier business reviews.
This position ensures that VITA and the assigned suppliers meet the requirements of the contractual agreement.
This position will serve as the central coordination point for managing changes to the contract and that effective controls exist to manage any related risks and ensure new services or modifications to existing terms and conditions.
The IT Contract Manager is the primary source of detailed knowledge on the assigned contracts for VITA and serves as a backup source of knowledge and awareness for other contracts within the portfolio to promote continuity of operations.
This position will work collaboratively with Sourcing Specialists, Category Managers, PMD, OAG, other VITA stakeholders and customer agencies and public bodies.
This position must operate effectively in a fast-paced environment and prioritize competing demands to evaluate, approve, and implement contract updates and modifications in a timely manner to support operational and strategic goals.
This position provides enterprise program management to support strategic and operational initiatives for the Software and Other IT Solutions category.
The position will use supply chain management systems (i.e. contract management system, supplier reporting system, eVA) to effectively manage the contracts and must have strong attention to detail to ensure all information within the system(s) related to the contracts is accurate and up to date.

Minimum Qualifications

Experience working in a cross-functional organization and collaborating with other stakeholders to manage contractual performance and terms.
Experience managing software contracts and license agreements.
Experience and understanding of technology services contracts and the methods employed to manage them.
Considerable work-related experience analyzing, negotiating, and managing high-value, high-risk IT contracts.
Considerable work-related experience interpreting procurement law and policies.
Considerable work-related experience evaluating risk analysis and strategizing dispute resolution.
Considerable work-related experience in strategic planning.
Experience in meeting deadlines and prioritizing workloads.
Considerable experience working with internal/external stakeholders.
Considerable work-related experience managing vendor relationships.
