Overview and Purpose
Reporting to the ASC Program Manager the Contract Manager is responsible for leading Gulf Copper LLC's contract management for its shipbuilding activities with a view to ensuring Gulf Copper LLC is supported with forward looking contract management practices resulting in sound contractual arrangements for Gulf Copper LLC.
Gulf Copper LLC shipbuilding activities involve mainly large shipbuilding and ship repair contracts with the US Coast Guard or US Navy. They may also involve other government agencies in the U.S. or abroad.
Essential Duties and Responsibilities:
This position is responsible for the following: Other duties may be assigned.
  1. Work collaboratively with the Commercial Development, Program Management, Legal and Finance teams to ensure that all parties are fully aligned and with a view to maximizing value for GC LLC and minimizing its contractual risk.
  1. Provide contract management support to the program management team to ensure GC LLC's value is maximized and contractual risks are minimized throughout the entire cycle of a contract, from inception to full execution.
  1. Support Supply Chain in the solicitation processes for large equipment and service packages, including the development of terms and conditions in compliance with the main contracts for the applicable scope of work.
  1. Oversee contract management through program/project execution, including (i) ensuring that each program/project manager understands the contractual framework in which they are operating, (ii) leading efforts to improve contract management within the project teams, (iii) ensuring the timelines, accuracy and usefulness of contract management reporting, and (iv) continuously improving contract management processes, controls and relational management.
  1. Ensure that change management and resulting risks are managed and mitigated according to company policies and procedures.
  1. Coordinate the allocation of contract management resources to ensure that sufficient qualified resources are assigned to every project and/or contract.
  1. Ensure contract monitoring performance is in place with the appropriate frequency and to ensure in-depth and timely management and follow up on any corrective measures or other control processes.

Required Education & Experience:
  1. A relevant undergraduate degree from a recognized college or university is required.
  1. A minimum of ten (10) years of proven contract management leadership experience in shipbuilding or other relevant industries with large scale capital projects requiring complex project and contract management.
  1. A minimum of ten (10) years of experience managing FAR-based contracts with the federal government and specifically with FAR Part 12, FAR Part 15, OTA's and BAA's.. Strong knowledge of U.S. federal procurement laws and regulations, including their practical application in managing and executing large, complex federal government programs.
  1. Minimum ten (10) years with the initiation, management and closeout of B2B contracts, sub-contract and supplier agreements
  1. Experience overseeing the contractual leadership within complex Government projects and/or programs.
  1. Experience with risk identification and mitigation in a sophisticated project-based environment.
  1. Experience effectively manages claims and navigates dispute resolution frameworks.

Working Conditions:

  1. May have to visit projects aboard ships,or the customers locations.
  1. You must wear hearing, eye, headprotectionand proper PPE whenrequired.
