Project Description:

This project supports initiatives under the CDC's Public Health Infrastructure Center that strengthen public health systems across state, local, tribal, and territorial jurisdictions. Work focuses on enhancing workforce capacity, improving data and technology infrastructure, and providing technical assistance to public health partners. The project also involves coordinating resources, supporting grant-funded activities, facilitating communication among stakeholders, and advancing CDC’s efforts to modernize and sustain core public health capabilities nationwide.

Job Summary:

This position supports federal public health initiatives by conducting qualitative and mixed-methods evaluation of CDC PSIB programs and initiatives. This role is responsible for analyzing complex data, synthesizing findings, and translating research into actionable insights to inform program strategy, performance measurement, and continuous improvement.

Responsibilities:

  • Conduct qualitative and mixed-methods data analysis and interpretation to evaluate public health programs and initiatives

  • Design, implement, and maintain structured coding frameworks for qualitative data using tools such as MAXQDA and Excel

  • Perform data collection, pre-coding, and full-cycle thematic analysis to identify trends, gaps, and program outcomes

  • Analyze and classify recipient and programmatic reports to align activities with CDC priorities and performance metrics

  • Conduct program evaluation activities for CDC PSIB programs, including development of evaluation plans and performance measures

  • Synthesize large volumes of complex data into clear, concise reports, dashboards, and presentations for diverse stakeholders

  • Translate research findings into actionable recommendations to support strategic planning and decision-making (research translation)

  • Develop and standardize qualitative analysis protocols to ensure consistency, rigor, and reliability across evaluation efforts

  • Collaborate with cross-functional teams and federal interest holders to refine evaluation approaches and performance frameworks

  • Plan and facilitate meetings with federal stakeholders and program recipients, including development of agendas and briefing materials to support data-driven decision-making

  • Facilitate stakeholder engagement sessions, including planning discussions and data-driven strategy meetings

  • Conduct targeted research to support evaluation design, contextual analysis, and evidence-based recommendations

  • Develop and deliver summary results products for federal data requests, public dissemination, and internal briefings, including one-pagers, fact sheets, presentations, and data dashboards, translating complex findings into clear, audience-appropriate formats

Required Experience:

  • Demonstrated experience in data analysis and interpretation, including qualitative and/or mixed-methods approaches

  • Strong skills in data collection and information synthesis, with the ability to translate complex findings into clear insights

  • Experience conducting program evaluation, preferably within public health or federal programs (CDC experience strongly preferred)

  • Knowledge of research methodologies and ability to perform and apply findings through research translation

  • Ability to develop evaluation frameworks, coding schemas, and performance metrics

  • Experience planning, preparing, and facilitating meetings with federal stakeholders and external partners/recipients

  • Strong written and verbal communication skills, including experience preparing reports and presentations for stakeholders

  • Ability to collaborate effectively in cross-functional and client-facing environments

  • Strong organizational skills and attention to detail, with the ability to manage multiple priorities

Preferred Experience:

  • Proficiency with qualitative analysis tools (e.g., MAXQDA) and Microsoft Excel

Education & Training:

  • Bachelor or master's in public health or related field; three years of Experience in lieu of a degree

Work Authorization, Clearance Requirement, & Additional Information:

  • This position requires the ability to obtain and maintain a U.S. government Public Trust clearance. Due to contract requirements, candidates must be U.S. citizens or lawful permanent residents (green card holders) to be eligible.

Salary Range:

  • $70,000-85,000

  • Salary commensurate with experience.
