JOB TITLE: Government Sales Representative

LOCATION: East Region – Hybrid Work from Home 

TRAVEL: High (51%+)

What you’ll do: 

At SCA, you'll play a key role in driving our mission to keep communities clean and safe across the country. As a Government Sales Representative, you will serve as an individual contributor responsible for developing new public-sector business opportunities, building strategic customer relationships, and driving revenue growth across the assigned territory. You'll partner closely with operations, marketing, and leadership teams to deliver solutions that make a visible impact every day.

Your daily impact: 

The job responsibilities below outline the core duties and expectations of a position, providing clarity on how the role supports Company goals. However, as business needs evolve, these responsibilities may shift over time to reflect new priorities, processes, or technologies: 

  • Business Development & Sales Execution: Prospect, qualify, and secure new SLED customers within the assigned territory; develop account strategies for counties, cities, and public-sector infrastructure agencies; promote SCA’s services and the benefits of cooperative purchasing through SCA’s Sourcewell contract; prepare proposals, pricing, scopes of work, and bid responses; and track and report sales activity using Salesforce CRM.
  • Government Procurement & Relationship Management: Build and maintain relationships with public-sector leaders, including Public Works Directors and Procurement Officers; and develop a strong understanding of government procurement processes, bid cycles, and cooperative purchasing contracts.
  • Cross-Functional Collaboration: Work closely with Branch Managers to align sales efforts with service capabilities; and partner with Marketing to develop SLED-specific messaging and proposal materials.
  • Market Intelligence: Monitor the competitive landscape and public-sector market trends; and provide feedback on service needs, expansion opportunities, and pricing strategies. 

Minimum Job Requirements 

Minimum job qualifications define the essential skills, experience, and abilities needed to succeed in the role. They set the baseline for hiring but may evolve as the job and business requirements change: 

  • Education: Bachelor's Degree 
  • Experience: 3+ years’ experience with State and Local Government (SLED) sales – Public Works, Utilities, or Environmental Services preferred
  • RFP & Contract Management: Experience managing RFP/RFQ responses, proposal development, and contract negotiations.
  • Technical Skills: Strong proficiency in Microsoft suite and with CRM tools.

  • Sales Performance & Public-Sector Expertise: Proven track record of achieving revenue targets with SLED agencies; strong knowledge of government procurement processes, bid lifecycles, and cooperative purchasing.
  • Communication & Influence: Strong written and verbal communication skills, including executive presentations and proposal writing.
  • Public-Sector Domain Knowledge (Preferred): Knowledge of MS4 stormwater regulations and public works operations; familiarity with cooperative purchasing programs such as Sourcewell.
  • Core Sales Competencies: Public-sector relationship building; strategic territory planning; consultative selling; proposal and RFP development; cross-functional teamwork; and market and regulatory awareness.
