Job description

GovSG is looking for a highly motivated BFM to support the Navy Secretariat Comptroller and Resource Directorate (SCRD) as well as the DON CIO. These are a vital positions to the Secretariat and the DON CIO as the person will be assisting with budgeting and planning for many key programs of record.

This is an on-site position located at the Pentagon in Washington, D.C.
Position Duties:
As a BFM, you will support the Navy Secretariat Comptroller and Resource Directorate (SCRD) or the DON CIO with comprehensive budget formulation and execution activities. You will be embedded within the federal staff, serving as a dedicated budget analyst.
  • Serve as a trusted advisor to federal staff, providing detailed analysis and actionable reporting to guide financial decision-making for assigned initiatives.
  • Support all phases of the Planning, Programming, Budgeting, and Execution (PPBE) cycle, including the development of budget exhibits, unfunded requirement requests, and reclamas.
  • Drive the financial execution process by meeting obligation benchmarks, establishing and monitoring phasing plans, and processing budget requirements through the Navy ERP system.
  • Conduct in-depth analysis of financial data using Excel and the ADVANA tool to review fund status, identify trends, and ensure accurate control and monitoring of funds, and develop executive level briefings to bring the story that the data is telling to life.
  • Leverage experience with Navy PPBE cycle, including in depth experience utilizing Navy financial systems including ERP and PBIS
  • Other duties as assigned

Position Required:
  • Bachelors Degree
  • Active DoD Secret clearance required
  • Experience with PPBE
  • Experience with Military budgeting
  • Understanding of Excel and Analytics systems used for budgeting
  • Able to develop briefing to decision makers in leadership
  • Familiar with SAP
Position Desired:
  • 10 Years of BFM/Financial Management DoD Experience
  • Experience with NAVY ERP
  • Experience with ADVANA
  • Knowledge of PBIS

Salary: $145,000-$165,000. Actual compensation offer to candidate may vary from posted hiring range based upon geographic location, work experience, education, and/or skill level. The pay ratio between base pay and target incentive (if applicable) will be finalized at offer.
