The Associate Director leads the U.S. Government (USG)-Wide Program Management Office (PMO) which is one of the PMOs in the RTX Contract Vehicle Center (CVC) reporting to the CVC Senior Director. The CVC is in Corporate Legal, Contracts & Compliance (LCC) and manages 60+ contract vehicles at the enterprise supporting all RTX Business Units (BUs) in utilizing them for fast contracting. This position oversees all aspects associated with managing broad-scope IDIQs including the GSA Schedule, OASIS+, ASTRO, SHIELD, EWAAC, Alliant-3, CIO-SP3/4, and IAC MAC, which are multiple award contracts whose task orders are highly competitive.

What You Will Do:

  • The USG-Wide PMO Lead is responsible for assisting RTX (Collins, P&W, Raytheon, BBN, RTRC) with using its contract vehicles to facilitate new business capture, rapid transactions, and increase business revenue.
  • They are responsible for forming, building, and maintaining solid customer relationships and partnership with the government IDIQ PMOs.
  • The USG-Wide PMO Lead manages their team who are geographically dispersed.
  • They are responsible for all aspects of managing a PMO, which includes managing workloads, people management, operations, business development, contract oversight, proposal development, finance, and active task order monitoring.
  • The PMO works directly with RTX performers from validating a potential task order through generation of a proposal. They also develop relationships with government end-customers to educate and guide them in the use of their vehicles.
  • This role deals with all levels of management within RTX to include attending performer Gate Reviews and strategy sessions. Internal to the CVC, they present at the monthly Operating Review and attend weekly staff meetings.
  • This person will represent their contract vehicles at company-wide training events, executive sessions, and performer inquiries for potential use.
  • Travel is required for large training events or when requested to present to a customer.
  • This role also includes leading proposals and capture for new contract vehicles aligned with the USG-Wide portfolio at the direction of the CVC Senior Director.

Qualifications You Must Have:

  • Typically requires a University Degree and minimum 12 years prior relevant experience or an Advanced Degree in a related field and minimum 10 years of experience or in absence of a degree, 16 years of relevant experience
  • Minimum of 10 years of experience working with IDIQ contracts and task orders.
  • Knowledge of government acquisition and contracting procedures, including negotiation and deal-making to achieve mutual agreements.

  • Ability to develop and maintain professional relationships with internal and external customers to support business growth.

  • Capability to manage multiple tasks, collaborate with cross-functional teams, and provide concise briefings to senior leadership on programs and issues.

  • Proficiency in communication, team leadership, and motivation to achieve organizational goals.


Qualifications We Prefer:

  • Experience leading proposals for IDIQ umbrella contracts
  • Understanding of RTX organizational structure, product portfolios, and locations. 
  • Familiarity with FAR and DFAR, proposal development, basis of estimates, rate structures, FPRP/A. 
  • Current DoD Secret Security Clearance or the ability to obtain one. 
  • Knowledge of inter-business policies and procedures.

  • REMOTE: This position is currently designated as remote. However, the successful candidate will be required to work from one of the 50 U.S. states (excluding U.S. Territories). The salary range for this role is 157,200 USD - 298,800 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills. Hired applicants may be eligible for benefits, including but not limited to, medical, dental, vision, life insurance, short-term disability, long-term disability, 401(k) match, flexible spending accounts, flexible work schedules, employee assistance program, Employee Scholar Program, parental leave, paid time off, and holidays. Specific benefits are dependent upon the specific business unit as well as whether or not the position is covered by a collective-bargaining agreement. Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.
