Role Overview:
The Application Developer Senior is a senior full-stack engineer within the IOT Application Development program responsible for designing, modernizing, and delivering secure, scalable applications that support statewide agencies. This role strengthens IOT's application development capabilities, enhances modernization efforts, and advances secure, automated, and AI-driven software development practices. You will collaborate closely with technical teams, leadership, and agency partners to deliver high-quality solutions and enable modern engineering workflows.
This is an onsite position at the Indiana Government Center in Indianapolis, Indiana.
Salary:

A Day in the Life:
Responsibilities include:
  • Utilize AI-assisted development through GitHub Enterprise Cloud and Copilot for code generation, refactoring, modernization, testing, and documentation.
  • Apply AI-driven techniques to accelerate migration of legacy applications, improve code consistency, and streamline development workflows.
  • Use AI capabilities for analyzing technical debt, generating architectural drafts, creating test suites, recommending secure-coding improvements, and automating documentation.
  • Implement AI-supported remediation tasks including accessibility fixes, dependency updates, and framework modernization.
  • Design, build, test, and maintain applications using modern frameworks such as .NET, Angular, and SQL-based systems.
  • Migrate legacy systems to modern platforms and remediate technical debt using standardized engineering patterns.
  • Build APIs, updates, integrations, and modular components that align with enterprise architecture direction.
  • Develop and maintain CI/CD pipelines using GitHub Actions and/or Azure DevOps Pipelines.
  • Support infrastructure-as-code, deployment automation, version control workflows, and environment promotion processes.
  • Contribute to improving team workflows through automation, reusable templates, enhanced documentation, and standardized development practices.
  • Support onboarding, knowledge sharing, and process optimization that improve developer productivity and team consistency.
  • Assist in architectural discussions, design reviews, modernization planning, and implementation of engineering best practices.
  • Support modernization initiatives across agency portfolios using repeatable development patterns, automation, and AI-assisted workflows.

What You'll Need for Success:
Individuals in this role should minimally be able to articulate or demonstrate the following:
  • Advanced full-stack development skills (C#, .NET, Angular, JavaScript frameworks, SQL, API design).
  • Hands-on experience using GitHub Enterprise Cloud Copilot for AI-driven development including code generation, refactoring, testing, documentation, and modernization.
  • Deep understanding of DevSecOps workflows, secure SDLC, CI/CD pipelines, automated testing, and cloud-native engineering.
  • Experience modernizing legacy systems and applying consistent development standards across multiple applications.
  • Ability to collaborate across teams, provide technical leadership, and support large-scale modernization initiatives.
  • Extensive knowledge of business applications within the scope of the work assigned.
  • Advanced knowledge of policies, standards, procedures, and techniques used for application development.
  • Advanced knowledge of programming for diverse operating systems and platforms using development tools.
  • Considerable knowledge of application software flow.
  • Ability to design, develop, and maintain software applications, ensuring their stability, reliability, and scalability.
  • Excellent analytical thinking and problem-solving capability.
  • Excellent interpersonal and communication skills.
  • Ability to perform essential functions with or without reasonable accommodation.
