Job description

The Municipal Engineer - Construction Observer represents existing municipal/governmental clients and performs observation and documentation of construction activities and performs in office technical work assignments on municipal engineering projects individually or as part of a project team.Essential Functions & Responsibilities:Assist Project Engineer/Project Manager to maintain established relationships with Municipal clientele.Provide design and construction observation services on municipal capital improvement projectsAssist with preparing Federal and State regulatory permit applications and plansAssist with preparing bid plans and specificationsReview subdivision and land development plans for compliance with applicable municipal ordinancesObserve construction activities and document conformance with approved construction drawings/plans, project requirements, standards, and specifications. Promptly report exceptions or deviations from approved plans, specifications, and/or construction issues to project manager, construction contractor supervisor, and/or other appropriate partyCompose letters, memoranda, reports, applications and studiesPrepare prompt and accurate daily field reports summarizing daily field operations/installations, plan deviations, and corrective actions. Communicate on a regular basis with the project manager Possess the ability to accurately read and understand project plans, details, and specifications and ability to convey the design intent to subcontractors and other field personnelEssential Qualifications:Bachelor's Degree in Civil Engineering or related areaDesired Qualifications:0-4 years of municipal engineering experienceEngineer-in-Training (EIT)Certifications in NICET, NECEPT, ACI, Traffic Signal Inspector, etc.40-Hour OSHA TrainingTrench/Ladder TrainingFirst Aid TrainingEssential Knowledge, Skills & Abilities:Organized and detailed oriented with excellent interpersonal skillsExceptional oral and written communication skills including the ability to compose letters and complex reports and to orally communicate technical information to others in public presentationsExperience in municipal engineering plan reviews and infrastructure designAbility to work independently and as part of a project teamDemonstrates the highest degree of ethical behavior and candorAbility to understand complex problems and to collaborate and explore alternative solutionsAbility to obtain, record field data and compile field reportsAbility to interpret specifications, working drawings and convey intent to contractorPossess independence and sound technical judgmentAbility to multi-task, prioritize, stay focused, set clear milestones and execute diverse projects simultaneouslyProficiency in Microsoft Suite, AutoCAD (preferably Civil 3D) and hydraulics/hydrology software Essential Position Requirements:Travel required Night and weekend work requiredAbility to work additional and/or nonstandard hours, as requiredPossess a valid driver's license and own vehicle Physical Demands:These physical demands are representative of the physical requirements necessary for an employee to successfully perform the essential functions of this job.
