Job Description
Position Purpose:
This position is responsible for managing the day-to-day GIS operations and activities for , setting objectives for GIS staff, managing GIS staff performance, and ensuring local alignment with the Corporate GIS strategy. The GIS Manager will be responsible for optimizing the performance of GIS workflows, leading data integrity initiatives, and improving the utilization and efficiency of GIS across local departments. They will ensure compliance with GIS technical policies, best practices, and established governance standards. This position will also act as a subject matter expert for their business unit for projects and applications that connect to and leverage GIS and data systems such as workforce management, asset management, customer service, and other business systems.
Primary Duties/Responsibilities:
  • Manages all functions of the GIS department, including data collection and maintenance, analytics, project management, and team performance.
  • Manages GIS staff and sets relevant and impactful priorities for team members based on the needs of the business.
  • Responsible for mentoring and identifying skills gaps to encourage effective growth and advancement of GIS teams.
  • Creates and maintains the operating and capital GIS budget.
  • Adheres to the GIS processes based on established GIS standards and best practices.
  • Provides innovative uses of the GIS systems to improve workforce efficiency and optimize the management of information.
  • Drives operational efficiencies of GIS workflows through continuous evaluation and improvement processes.
  • Builds relationships and engages key stakeholders in cross-functional projects and departments.
  • Builds and maintains relationships with external contractors to promote GIS solutions and optimizing workflows to ensure data integrity.
  • Represents the on technical committees to advance the use of GIS across the business.
  • Defines, tracks, and reports meaningful departmental metrics to leadership.
  • Provides consistent and effective communication with key stakeholders and business partners.
  • Completes tasks as assigned by the Corporate GIS Director to achieve the goals defined in the GIS Strategic Roadmap.

Qualifications
Education/Experience/Background:
  • Master's or Bachelor's Degree in GIS, Geography, Computer Science, Engineering, Environmental Science, Data Science, or related field. GISP, PMP, ACP, or other related certification preferred, but not required.
  • 10 years of GIS experience using the ESRI product suite.
  • 3 years of experience supervising teams.
  • 3 years of experience leading or serving as the SME for GIS projects.

Knowledge/Skills/Abilities:
  • Advanced knowledge of ESRI's suite of products including ArcGIS, ArcGIS Pro, enterprise geodatabases, ArcGIS Online, ArcGIS Web App Builder, Operation Dashboards, Mobile Apps such as Field Maps, Commercial grade GPS units (i.e. Trimble, EoS etc.).
  • Proven ability to successfully interact with all levels of staff and management and collaborate with others inside and outside of their business unit.
  • Strong leadership and team building skills with the ability to build effective teams, motivate others, delegate effectively, and foster inclusion.
  • Proven ability to coordinate and collaborate GIS activities between and across multi-disciplinary teams, departments, and business units.
  • Excellent ability to express oneself orally and in writing; professional poise and excellent presentation skills.
  • Excellent problem solving and conflict resolution skills.
  • Ability to effect change and promote awareness of GIS.
  • Excellent project and time management skills.
  • Skilled in budgeting processes and the ability to create and adhere to a project budget.
