General Definition of Work
Performs skilled work involving the billing for City utility services; does related work as required. Work is performed under the regular supervision of the Billing Services Supervisor.
Essential Functions/Typical Tasks
Performs skilled duties in support of department billing functions. Successful performance facilitates and promotes accurate and timely utility billing. (The following tasks are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position.)
  • Downloads AMI meter readings from AMI software program(s) and uploads to CIS software.
  • Analyzes meter readings for accuracy and completeness; checks for high, low, zero, negative, missing, etc. reads.
  • Processes rereads and closes out service orders.
  • Processes Start/Stop service orders; checks for accuracy and completeness.
  • Process inspection releases and dispatches to service crews.
  • Processes utility bill archiving.
  • Prepares and processes account adjustments using Microsoft Excel program.
  • Utilizes a variety of software programs; Microsoft Office, AMI, CIS, Mobile 311, GIS, etc.
  • Maintains on-call status during hurricanes, ice storms and other emergencies as required.
  • Performs related tasks as required.

Knowledge, Skills and Abilities
General knowledge of utility billing terminology, methods, procedures, and equipment; general knowledge of standard office procedures, practices and equipment; ability to understand and follow oral and written directions; ability to perform mathematical computations with speed and accuracy; skill in the use of a variety of data entry and office equipment and some typing ability; ability to establish and maintain effective working relationships with associates, customers and the general public.
Requirements
Education and Experience
Any combination of education and experience equivalent to graduation from high school; major coursework in business or related field at an accredited community college; Associates degree preferred; some experience in billing data entry work and computers. Proficiency in Microsoft Excel preferred.
Special Requirements
Possession of an appropriate driver's license valid in the State of North Carolina.
