Job description

Position Summary:ย 

The Program Manager, Law Enforcement Programs & Services is responsible for the development, monitoring and disseminating of applicable information to support AAMVA members, stakeholders, and all divisions within AAMVA. The Program Manager initiates, maintains, networks and collaborates with members, stakeholders, and staff to assist in accomplishing AAMVAโ€™s mission and in alignment with the AAMVAโ€™s vision.ย 

The Program Manager, under the direction of the Vice President, Law Enforcement Programs & Services, will lead the development and implementation of projects, programs, policies, and best practices related to Law Enforcement Programs & Services. This position is responsible for serving as the staff liaison to committees, subcommittees, working groups and task forces and will conduct research, prepare analysis, and write reports in support of the assigned projects and programs. ย 

Essential Duties and Responsibilities:ย 

1.ย  ย ย Manage, support, and provide direction to ย committees, subcommittees, working groups, and ad hoc groups as required and assigned. (20%)

2.ย  ย ย Serve as staff lead and manager of the Fraud Detection & Remediation (FDR) Training Program, coordinating with the AAMVA contractor to support the program for members, stakeholders, and resellers. (20%)

3.ย  ย ย Travel to, coordinate, and conduct conference and workshop sessions and other meetings related to assigned projects. (20%)

4.ย  ย ย Manage the NMVTIS Law Enforcement Subcommittee and coordinate the activities and action items for that group. (10%)

5.ย  ย ย Manage member and stakeholder relationships with the AAMVA membership, federal agencies, and other law enforcement and motor vehicle related organizations. Attend meetings with external partners and stakeholders as directed. (10%)

6.ย  ย ย Assist in defining program and division goals and establishing priorities. Assist in the review of and comment on proposed applicable jurisdiction and federal legislation and rules. (5%)

7.ย  ย ย Effectively manage communications, including, but not limited to written correspondence, email, phone, etc. dealing with Program Manager issues. (5%)

8.ย  ย ย Routinely review, gain stakeholder feedback, and recommend updates to Law Enforcement Programs & Services information on the AAMVA website and in AAMVA publications. (5%)

9.ย  ย ย Perform other duties as assigned. (5%)

Qualifications: Well organized, articulate, technologically savvy, proven leader and team player with diplomacy skills

Formal Education: Bachelorโ€™s degree + 7 years direct subject matter experience. Equivalent work experience may be substituted. ย 


Knowledge, Skills and Abilities Required:ย 

Minimum of seven years of law enforcement and/or motor vehicle agency (MVA) investigations experience with progressive responsibility in such areas which includes interaction and collaboration with MVA operations. Proven experience in research, document writing, public speaking, training development, and meeting facilitation. Comprehensive knowledge and experience with project management and excellent organizational skills. Willingness and availability to travel up to 50% of allocated work time (under normal travel conditions). Ability to foster a cooperative and collaborative work environment and proven ability to communicate effectively and efficiently with a wide variety of stakeholders. Knowledge of the political and legislative process, along with working knowledge of information system functionality and capabilities. Headquarters or Remote position.ย
